About this file

The document is a Bidders Questions and Responses file for Bid No. 22-BG-10, issued by the City of Holly Hill, Florida, for the Riverside Park Bulkhead Repair project. The project involves replacing approximately 205 linear feet of bulkhead, including installation of a reinforced concrete cap, composite sheet piles, and a helical anchor system. The anticipated project start date is the first quarter of 2025, with the project located at Riverside Park. The document provides detailed responses to 65 technical and procedural questions from potential bidders, covering aspects such as construction sequencing, material specifications, permit requirements, insurance, and site conditions. Key technical details include using hot-dip galvanized helical anchors, specific concrete and railing installation requirements, and guidelines for site preparation and restoration.

The bid requires a General Contractor's license and a bid bond. No engineer's estimate or project budget will be provided. The city will allocate a staging area for the contractor, and certain site-specific requirements include preserving existing vegetation, relocating existing conduits, and reinstalling railings with specific technical specifications. Insurance requirements are minimal, with neither builder's risk nor flood insurance deemed necessary. Material testing services will be required, and the contractor will be responsible for testing helical anchors. The document indicates flexibility in some technical specifications, such as allowing alternative reinforcement materials for curb construction and providing clarification on various technical details through these responses.

RE: Riverside Park Bulkhead Repair / Bid No. 22-BG-10

BIDDERS QUESTIONS & RESPONSES

1. Any geotechnical reports available?

Response: Yes, geotechnical reports can be seen in the attachment.

2. Does “Builder’s Risk Insurance” need to include the value of the existing wall? If so, what is its value?

Response: We do not feel that Builder’s Risk Insurance is required on this project as the seawall is not a Building asset or associated with the building as such. There is not a building that we are impacting or will be impacted by the work. So, our guidance is not to add this requirement or cost, but you should check with the City Attorney.

3. Are there any agency permits that have been procured/ applied for available to be reviewed by bidders?

Response: Yes, both FDEP and USACE permits are secured and attached.

4. Exhibit A Plan Sheet C-10 Construction Sequence shows the tensioning after the second pour when the helical has been casted into the cap. Was this meant to be performed after the 1st pour to keep the wall in alignment after concrete/ flowable fill placement in the sheets (referencing plan sheet C-07)?

Response: 1ST pour is intended for creating a plug allowing anchor testing and lock off. Second pour should be done after anchor testing and all anchors are locked off.

5. What is the upright spacing on the railing to be removed and replaced? This will help with the quantity of anchors required for replacement.

Response: Contractor is advised to visit the site and determine the number of railing posts that will require relocation. All posts shall be installed using stainless steel drop-in anchors and matching stainless steel bolts.

6. Is there an engineer's estimate for this project?

Response: An Engineer’s Estimate will not be provided.

BIDDERS QUESTIONS & RESPONSES

RIVERSIDE PARK BULKHEAD REPAIR 2

7. The new concrete curb/ retainer looks to intersect with the old concrete cap, will an expansion joint or concrete bonding agent be required for this area (referencing plan sheet C-05 pavers plan and bulkhead cross-section details)?

Response: No expansion joints or bonding agent are required. Only a cold joint.

8. Are there as-builts for the existing concrete panels for drop-in embedment?

Response: No as-built drawings are available.

9. The plug pour referenced 3'-0" below mudline - is this to have rebar installed and tied into the cap?

Response: No, concrete plug is unreinforced.

10. Temporary Traffic Control - will the contractor be required to keep/ build an access to the gate at the edge of project limits connecting from the west existing concrete sidewalk for pedestrians?

Response: This gate will remain closed until the project is completed.

11. What is the anticipated start date for the City of Holly Hill Riverside Park Bulkhead project?

Response: The anticipated start date will be in the first quarter of 2025.

12. For the above subject project, what is the estimated/ budget?

Response: A budget cannot be provided at this time.

13. Will there be a cost allowance to use 22' UC-95 panels rather than 20' to clear the obstruction of the existing cap during installation?

Response: This question shall be clarified with a Sketch. We do not see the need for 22 ft long panels.

14. Support works stated they normally do not utilize 1.75" Dywidag adaptor and Rod for their system - they are requesting to provide 1.25" in lieu - is this an acceptable substitution to the design by the sole sourced provider?

Response: 1.25” dia. dywidag adaptor is fine. However, shaft of the helical anchor shall be

1.75 sq. or round of equal area of the rod cross section.

15. On sheet C-06, are we to excavate down 2'0"-2'6" and remove then place 25# to 50# lime rock in place?

Response: No excavation and removal of the existing rip rap is required. We are placing additional lime rock above the existing revetment.

RIVERSIDE PARK BULKHEAD REPAIR 3

16. Will there be soil strength testing required beforehand prior to helical install?

Response: Please see the attached Geotechnical report for the soil borings. Helical anchor design was done based on data collected from the Geotechnical Report.

Please see below for the 2 types of standard test procedures which will be conducted by the Contractor (See sheet C-10 for updated notes):

1. Performance Test for one anchor. This is a long and comprehensive test procedure. It will allow us to refine anchor length based on the field test results.

2. Proof test for 2 random anchors spread apart. The proof test will be based on refined length of the anchor. It is a simplified and shortened procedure that will allow us to get a level of confidence in the performance of other anchors.

17. Is the actual wall 205’ or 200’ long? 205’ in pic, and 200’ on worksheet?

Response: We believe that the wall length is approximately 205 LF.

18. The specs call for a 9 ga wire as reinforcement at the top and bottom of the ribbon curb, but drawing C-05 calls for #3 rebar to be used, please advise which reinforcement to use.

Response: 9 ga wire can be replaced with #3 rebars. Both options are acceptable. Contractor can also utilize CMU “Laddur” joint reinforcement instead of both options discussed above.

19. The railing attachment detail on drawing C-07 shows a surface mounted handrail, the existing handrail intended for relocation is not a surface mounted handrail but rather an imbedded handrail. Since the existing cap is not intended for demolition, there is no way to remove the existing handrail without destroying it, please advise.

Response: Handrail can be cut at the top of the existing pile cap and preserved and stored for future reuse. Contractor can order ½” thick aluminum plate with predrilled holes allowing 5/8” Dia Stainless Steel bolts with matching Drop-in stainless steel anchors. Holes shall be spread 4” apart in both directions. Plates shall be welded to handrail posts with all around fillet weld having thickness matching the thickness of the post element. See sheet C-07 for detail.

20. Drawing C-08, Elevation A-A shows proposed concrete cap height is 24 inches. Other drawings show proposed concrete cap height is 36 inches. Please clarify the correct dimension.

Response: Proposed cap height is 36”. Existing cap height is 24”. The top elevation of the proposed cap matches the top elevation of the existing cap.

21. Drawing C-08 shows annular space between existing wall and proposed wall is to be filled with concrete. Please clarify which sheet piles are to be filled with concrete.

Response: Annular space is between new sheet pile and existing precast sheet pile. All annular spaces shall be filled with concrete or with 1000 psi flowable fill. Contractor’s choice.

Substitution of the concrete with 1000 psi flowable fill will be approved.

RIVERSIDE PARK BULKHEAD REPAIR 4

22. Drawing C-05 shows 4 inches of compacted soil cement under the brick pavers. Can typical paver base (coarse stone / crushed aggregate) be used instead of soil cement?

Response: No. We requested 4” soil cement for a reason.

23. What is the top elevation for the flowable fill to be placed between the existing and new wall? It appears either the bottom of existing cap or bottom of new cap.

Response: Drawing C-05 Shows flowable fill poured to the underside of the existing pile cap, while C-07 Shows flowable fill stopped at the bottom of the new pile cap. Both options are acceptable. However, from the logic of construction sequence option 2 is simpler.

24. For the helical anchors, are the materials to be plain steel or hot dip galvanized?

Response: Anchor shafts shall be hot dip galvanized and wrapped into Denso tape.

The anchor shafts shall be of mild steel having Fy between 60 and 70 ksi. No high strength rods should be allowed because hot dip galvanization process causes hydrogen embrittlement of high strength material.

25. Drawing C-10 Helical Anchors Note 4. calls for Denso tape. Denso has different tapes available. Which specific tape is to be used?

Response: Denso tape with petrolatum liner.

26. There are two light fixtures on top of the existing concrete cap. Are these to be relocated to the new cap?

Response: Light features shall be removed and replaced on the new cap. Contractor shall install plastic conduits in the new pile cap to accommodate the electrical lines for the light fixture.

27. The required list of documents includes Trench Safety Affidavit: Section 00 49 00 and Certificate as to Corporate Principal: Section 00 62 00, however neither form is included in the bid document. Can these forms please be provided?

Response: Please contact the City for these documents.

28. Please confirm if a Bid Bond is required or not required.

Response: Bid Bond is required for the project.

29. Can you let us know how the flowable fill quantity was calculated? We are coming up with a much lower quantity.

Response: Please see the revised quantity to be approximately 25 cy for the flowable fill.

30. Is a bid bond required? 1.09 states Bid Bond is not required. Section 00 30 00 - 5 shows a requirement of a bid bond.

Response: Bid Bond is required for the project.

RIVERSIDE PARK BULKHEAD REPAIR 5

31. For the Rock Revetment. Is the contractor to remove the existing debris and rock then place geotextile fabric then place existing rock with new rock?

Response: Geotek fabric is not required. New rock can be placed on top of the existing rock.

The top of the rock shall be choked by the non-uniform rock of smaller sizes.

32. Is the contractor to provide Material testing services?

Response: Yes, the contractor shall provide Material testing services.

33. Do Helical anchors need to be tested by a third party? If so, is the contractor to bear that cost?

Response: No, Contractor installing Helical anchors shall be testing them. The final length of the anchor shaft can be calibrated after testing 3 random anchors (the first anchor shall be Performance tested, and two additional anchors shall be Proof tested. The tested anchors shall be spaced not closer than 40’ apart)

34. New railing will be 2’ east on new cap. Any plan on attaching?

Response: Please see sheet C 07.

35. Do we need to repost our questions on the VendorLink site?
