About this file

This is a Bidders List for the City of Edinburg's Request for Proposals for Emergency Medical Services with Mobile Intensive Care Unit services in Hidalgo County, Texas. The procurement seeks a qualified ambulance service provider to deliver comprehensive 9-1-1 emergency medical services, including paramedic-level care and patient transportation. The service provider must maintain a minimum of six dedicated Mobile Intensive Care Units operating 24/7 and achieve an eight-minute response time for 90 percent of emergency calls. Proposals were due on January 6, 2026, at 3:00 p.m., submitted electronically through the City's procurement portal or delivered to the City Secretary's Office. The contract term is five years with potential annual renewals by mutual consent. Three bidders were identified: City of Pharr EMS (contact: Daniel Ramirez, 956-402-2100, danny.ramirez@pharr-tx.gov), Med-Care EMS (contact: mvontiveros@medcare-ems.com, 956-668-9111), and Global Medical Response (contacts: james.stefka@amr.net, kevin.tipton@amr.net, 254-217-6455).

Proposers must demonstrate a minimum of five years of corporate ambulance service experience, current Texas Department of State Health Services licensing, and at least two years of 9-1-1 EMS service experience in a comparable Texas community. The successful proposer will be required to maintain comprehensive insurance coverage with minimum amounts of $500,000 per person and $1,000,000 per occurrence, plus excess/umbrella coverage of $3,000,000, and must provide a performance bond of $100,000 within 30 days of contract execution. The provider will receive five dollars per emergency call, with rates not exceeding those outlined in City Ordinance No. 2012-3546. The RFP evaluation uses a 100-point scoring system across ten criteria including municipal experience, service provisions, technological capabilities, asset dedication, staffing qualifications, backup ambulance availability, disaster response experience, fleet characteristics, and facility redundancy. The City reserves the right to award one or no contract and may hold proposals for 90 days without action.
