Summary
This is a Bidder Questions and Answers memorandum issued by the Executive Office of Labor & Workforce Development (EOLWD) regarding Professional Development Services (PRF76) for the Department of Family and Medical Leave (DFML) in Massachusetts. DFML is seeking learning design and development services to support program operational processes, including new hire and upskill training, user acceptance testing (UAT), and standard operating procedure (SOP) development. The anticipated scope includes training for 20-100+ learners annually across an estimated 7+ business units and 15+ unique roles. The vendor will be responsible for designing and managing approximately 6-8 UAT cycles annually across multiple systems, including portals, a claims management system, and other department systems. The Commonwealth expressed preference for bidders capable of delivering the scope of work within 30-90 days. The original bid submission deadline of March 2, 2026 was affirmed despite a vendor request for an extension following the February 23, 2026 release of these Q&A responses.
The contract will be structured as Time and Materials, with budgets set through individual task orders that will vary based on contracted scope and departmental needs. No specific maximum budget amount was disclosed. DFML plans to procure a Learning Management System (LMS) and expects vendors to propose solutions with LMS capabilities. The department is currently utilizing Jira and Confluence to support releases and operates multiple legacy systems including a claims management system, call center operations, back office functions, MassTaxConnect, and the MOSAIC accounting system. An existing knowledge base of learner materials and SOPs is available; vendors will be responsible for familiarizing themselves with these materials and managing their ongoing maintenance and updates. The UAT delivery model will be hybrid, with the vendor co-developing test assets in collaboration with DFML business testers and subject matter experts, while DFML retains final responsibility for UAT acceptance and production sign-off.
