Bidder Question
Answer (to be completed by the State)
1
2.2 Credentials in Section 2 Contractor Responsibilities
19
Would it be permissible to have a circumstance where the staff is .25 FTE designated as a Supervisor and .75 FTE designated as a FTBS worker? Of course, this .25 FTE designated Supervisor and .75 FTE designated worker (if allowable) would be the same staff member and would only be supervising the allowed pro-rated number of workers.
Yes
2
Unit Definition in Section 2.3 Services to be Provided, b. Volume of Service
25
The unit definition is clear as written. However, can we consider making one addition to this unit definition as follows: "time spent attending contract required training and travel time spent enroute to and from a contract required training." We were hoping this was just an oversight since this language is found in the unit definition of other proposals where MDHHS training is mandated before having contact with clients and throughout the term of the contract. We are hopeful that if MDHHS training is mandated that private contractors would be able to bill for the cost around traveling to and attending those mandated trainings.
The unit definition is being updated to include training in RFP240000001128 Amendment 2.

2.4 Performance Outcomes in Section 2.3 Services to be Provided
25

The RFP spells out that follow-up visits are mandatory at three and six months. The RFP also has these two expected performance outcomes, first that "85% of families will not experience a confirmed case of abuse or neglect within 12 months after FTBS case closure" and second that "85% of families served should not experience a child(ren) removed from the family home after FTBS case closure." We wanted to confirm that the following is also true: these 12 month "outcomes will be gathered from MiSACWIS and available to contractors" as stated in similar RFP's where a 12 month outcome is indicated yet only three and six month follow-ups are required.

Yes, only three and six month follow-ups are required. Outcomes data for 12 months post-service will be obtained in MiSACWIS from monthly data reports submitted by the provider.
