The certification requires bidders to confirm their understanding of and compliance with the contract specifications, including site visitation, local condition assessment, and independent bid preparation. Key requirements include agreeing to execute a purchase order if awarded, ensuring employees will not use illegal drugs or alcohol on state property, and providing accurate contact information. The document emphasizes the bidder's commitment to non-discrimination, independent bid preparation, and transparency in the bidding process.
