About this file
This is a bid tabulation sheet for Invitation for Bid 26-005-G issued by Eugene Water & Electric Board (EWEB) in Lane County, Oregon for the procurement of eight 33 MVA power transformers. The transformers are rated 20/27/33 MVA at 117.875 kV-12.47 kV and will be installed in EWEB substations in Eugene, Oregon. The bid closing date was February 9, 2026 at 2:00 p.m. PST, with a prior extended deadline of February 5, 2026. Six bidders submitted proposals: Hyundai Corporation USA, LX International (America), Inc., Pacific Power Reps (Virg Trans), MVA Power Inc., Howard Industries, and Wesco Distribution. Initial delivery of four units is required by December 31, 2027, with all remaining units due by December 1, 2028. Deliverables include factory acceptance testing, field testing, design drawings within eight weeks of order acknowledgement, operations and maintenance manuals, natural ester (FR3) oil, freight delivery on FOB Destination basis, offloading, assembly, and contractor travel for delivery and assembly/testing phases.
The evaluation framework allocates 60 points for specification compliance, 50 points for ability to meet contractual terms, 30 points for client references and past performance, and 50 points for pricing, with up to 10 bonus points available for firm fixed pricing, domestic manufacturing, and tariff increase caps at five percent. Pricing incorporates total lifecycle cost calculations using guaranteed no-load losses valued at $5,785 per kilowatt and load losses valued at $4,596 per kilowatt. Bidders must demonstrate manufacturing capability from approved countries with explicit exclusion of Chinese manufacturing, provide a surety bond letter confirming capacity for performance and payment bonds equal to 100 percent of purchase order value, and maintain commercial general liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate. Payment is structured as follows: 20 percent upon drawing submission, 30 percent upon factory acceptance testing, 40 percent at delivery, and 10 percent upon final acceptance. All transformers include a 60-month warranty from final acceptance, and the contract allows for tariff adjustments up to eight percent of unit cost due to Presidential Executive Orders or Congressional laws.
