About this file
This document is a Bid Submittal Form from Pinellas County, Florida for a job order contract involving construction services. The bid is for an indefinite quantity contract where contractors will provide labor, equipment, and materials using a Construction Task Catalog® with adjustable unit prices. The bidding process involves submitting Adjustment Factors that will increase or decrease the standard unit prices, with different factors applied to various work scenarios including non-secure and secure areas, during and outside normal working hours. The bid evaluation will use a weighted distribution method across five different work categories: non-secure areas during normal hours (60%), non-secure areas outside normal hours (10%), secure areas during normal hours (10%), secure areas outside normal hours (10%), and non pre-priced tasks (10%).
The pricing mechanism requires bidders to submit a single Adjustment Factor to four decimal places that will apply across all unit prices, with specific rules governing the relationships between different work scenario factors. For example, other than normal working hours factors must be greater than or equal to normal working hours factors, and the non pre-priced work task adjustment factor must be equal to or greater than 1.0000. The final bid will be evaluated using an Award Criteria Figure calculated by multiplying each adjustment factor by its respective weight and summing the results. The County reserves the right to correct arithmetic errors and emphasizes that the weighted percentages do not guarantee any specific distribution of work under the contract.
