Re: Summary Report - Professional Industrial Hygiene Consulting and Technical Services to
Conduct a Hazardous Materials Assessment for the Special Alternative Incarceration Facility – Phase 2 Buildings in Chelsea, Michigan
TriMedia Project Number 2021-2060
Dear Trever LeBarre:
TriMedia Environmental & Engineering Services, Inc. (TriMedia) has prepared this correspondence to summarize results of the Hazardous Materials Assessment (HMA) at the Department of Corrections – Special Alternative Incarceration Facility in Chelsea, Michigan. The intent of this information and data is to assist Department of Technology, Management & Budget (DTMB) in identifying hazardous materials related to proposed demolition activities for the remaining identified buildings. This correspondence also includes a summary of analytical laboratory results.
TriMedia representative Lex Koltowicz was on-site April 2022 to conduct sampling to identify the presence of asbestos-containing materials (ACM), metals-containing paint and other hazardous materials within the identified buildings. The assessment is intended to identify building contaminants that, if mismanaged during demolition or renovation activities, could pose an environmental or health and safety concern. During the assessment, TriMedia identified suspect asbestos and lead/cadmium-containing building materials.
The subject property consists of sixteen (16) correctional facility structures and associated utility connections. Structure types include housing, instructional, storage, food service, maintenance, administrative, wells, and utility service. Construction is generally slab-on-grade utilizing concrete masonry unit (CMU) and brick structural construction. Several structures are located outside the secure perimeter of the site, including a water tower holding tank, a well house, and a small storage barn.
ASBESTOS SURVEY
TriMedia collected suspect asbestos-containing materials to be submitted for laboratory analysis.
Each suspect asbestos-containing material sampled was containerized in a laboratory-supplied sealable bag; labeled with a material description, sample location, and a unique sample number;
and, shipped under chain of custody to EMSL Analytical, Inc., (EMSL) in Indianapolis, Indiana for analysis under EPA Method 600/R-93/116 utilizing polarized light microscopy techniques.
ASBESTOS RESULTS
Asbestos was detected at NESHAP regulated levels in the following materials.

Design and Construction Division
A summary of sampled materials and locations are provided in Metals Containing Paint. Complete analytical laboratory results of paint samples collected for lead have been enclosed for your records.
SUMMARY OF FINDINGS AND RECOMMENDATIONS
▪ Asbestos is present throughout multiple locations in the identified buildings. Please refer to attached tables for specific building information.
▪ Building materials generally will not meet the definition of hazardous waste when handled appropriately. This assessment does not constitute a waste characterization for disposal of demolished building materials. DTMB will need to coordinate waste characterization with their selected demolition/disposal contractor prior to securing landfill disposal acceptance.
▪ Painted surfaces contain varying levels of lead. Lead was detected in paint samples from one structure. It is likely that original paint film contains lead which has been diluted with additional, non-lead paint. The potential for individual samples of the concrete waste stream to produce analytical results with a detection for lead indicates that all painted concrete should be landfilled in accordance with state of Michigan rules.
▪ Information regarding painted surfaces must be provided to contractors who may potentially impact the materials and to scrap metal dealers or other entities who may take possession of the materials. Applicable state, federal and industry regulations for worker and environmental protection must be met when impacting metal-containing paint during building demolition.
▪ All light fixture ballasts, bulbs, smoke detectors, and exit signs that are impacted by the building demolition should be removed prior to commencement of the demolition and recycled or properly disposed.
TriMedia made every reasonable attempt to access all areas of the identified buildings. However, as with all hazardous material assessments, there exists the potential for discovering additional suspect materials not addressed by this report during renovation/demolition activities. In the event suspect materials are identified during on-site activities, they must be sampled before being disturbed.
It is hoped this Summary Report meets your needs and expectations. Should you have any questions regarding this correspondence, or the project in general, please do not hesitate to contact the undersigned at (906) 228-5125 or via email at akoltowicz@trimedia.com. On behalf of the professional staff at TriMedia, thank you for the opportunity to be of service to DTMB.
Sincerely, TriMedia Environmental & Engineering Services, LLC

EMSL maintains liability limited to cost of analysis . Interpretation and use of test results are the responsibility of the client. This report relates only to the samples reported above, and may not be reproduced, except in full, without written approval by EMSL. EMSL bears no responsibility for sample collection activities or analytical method limitations . The report reflects the samples as received.
Results are generated from the field sampling data (sampling volumes and areas, locations, etc.) provided by the client on the Chain of Custody. Samples are within quality control criteria and met method specifications unless otherwise noted. The above analyses were performed in general compliance with Appendix E to Subpart E of 40 CFR (previously EPA 600/M4-82-020 “Interim Method”) but augmented with procedures outlined in the 1993 (”final”) version of the method. This report must not be used by the client to claim product certification, approval, or endorsement by NVLAP, NIST or any agency of the federal government. Non- friable organically bound materials present a problem matrix and therefore EMSL recommends gravimetric reduction prior to analysis . Unless requested by the client, building materials manufactured with multiple layers (i.e. linoleum, wallboard, etc.) are reported as a single sample. Estimation of uncertainty is available on request.
