About this file
This file is a specification addition to the bid documents for the Telegraph Road & Alexis Road Resurfacing & Multi-Use Path project (LUC-US24-28.3, PID 117877) administered by the City of Toledo, Ohio. The addition establishes Project Labor Agreement (PLA) requirements mandated by Toledo Municipal Code Section 187.12(d). The specification requires the successful bidder on any construction contract valued at $100,000 or greater, funded by the City of Toledo or other sources that do not exclude PLAs, to enter into a PLA with the Northwest Ohio Building and Construction Trades Council (NWOBTC). Following bid award notification, a pre-job conference must be held within fifteen (15) days between the bidder and NWOBTC. The executed PLA must be delivered to the Division of Purchases and Supplies within fifteen (15) working days from the pre-job conference and must bear the minimum signatures of the lead contractor and the Executive Secretary of NWOBTC to be deemed valid.
The successful bidder and all of the bidder's contractors and subcontractors are required to comply with and adhere to all provisions of the executed PLA. This requirement applies to all qualifying construction contracts funded by the City of Toledo unless the funding source explicitly excludes Project Labor Agreements. No exceptions or waivers to the PLA requirement are detailed in this specification addition.
