Contractors are permitted to use like, similar, or equal valued products as substitutes for specified items. Liquidated damages of $50 per day apply for work exceeding the 30-day contract period. Only electronic bids submitted through the OpenGov portal will be accepted. General contractors must be licensed, insured, and in good standing with Escambia County; new contractors must submit a letter of insurability. For projects valued at $25,000 or higher, 100% Performance and Payment Bonds are required prior to Notice to Proceed. Award will be made to the lowest and most responsible bidder, with payment issued as a lump sum upon project completion, building inspection satisfaction, and homeowner acceptance.
