About this file

This is a Bid Scope Materials List for a residential rehabilitation project managed by Escambia County, Florida, through its Neighborhood Enterprise Development (NED) program located at 1953 Lansing Drive in Pensacola. The project encompasses comprehensive home rehabilitation including kitchen and bathroom fixture replacements, flooring installation, HVAC system updates, roofing, guttering, window replacements, and septic system overhaul. Specific materials are detailed for kitchen components (sink, faucet, range, cooktop, microwave, hood vent, and refrigerator), bathroom fixtures (vanity sink, faucets, tub, shower, toilet, and exhaust fan), flooring (LVP and carpet), hot water heater, ceiling fans, lighting fixtures, roofing materials, and windows. A mandatory pre-quote site walkthrough is scheduled for December 2, 2025, at 10:00 am, with questions accepted until December 9, 2025, at 1:00 pm. Quotes are due December 10, 2025, at 1:00 pm via the OpenGov procurement portal. The project has a 60-day completion timeline with liquidated damages of $150 per day for work extending beyond the contract period.

Only licensed, insured general contractors in good standing with Escambia County are eligible to bid. New contractors must submit a letter of insurability, proof of Sunbiz registration, a W-9 form, current contractor licensure, and business tax receipts. For projects valued at $25,000 or higher, 100% Performance and Payment Bonds are mandatory. Contractors must maintain Commercial General Liability insurance with $1,000,000 coverage naming Escambia County as an additional insured, and provide Worker's Compensation coverage or exemption. The county reserves the right to award line items individually for emergency roofing or septic/sewer services. The scope specifies that all electrical appliances must be ENERGY STAR approved with LED bulbs, all products must be new braided supply lines for plumbing fixtures, and cabinetry shall be constructed of plywood or better with solid hardwood fronts and frames. Contractors bear responsibility for moving furniture, while homeowners retain responsibility for its contents. The evaluation will identify the lowest, most responsive, and most responsible bidder, with payment structured based on project value.
