About this file

This document is a Bid Q&A for a Request for Qualifications (RFQ) issued by the State of Nevada for Consulting, Marketing and Education Services. The RFQ seeks to establish a multi-vendor contract for a variety of services including Program Evaluation, Project Management, Data Analysis and Reporting, and others. The contract term is for four years with an option to extend for two additional years, for a potential six-year total. Vendors can respond to one or more of the eight defined Scopes of Work and the State may make multiple awards. Responses are due by May 18, 2023 at 2:00 PM PT.

The RFQ provides historical spend data for the service categories and indicates the State will apply a 1% administrative fee to any subsequent user agency service agreements. The State prefers vendors that can provide services in-house versus through subcontractors. Vendors are required to submit resumes and describe their philosophy on delivering the required services. The State will not accept redline edits to the contract terms, but will allow vendors to acknowledge compliance. While there is no minimum or maximum contract value, the State does not provide an estimated budget for the overall opportunity.

This solicitation replaces a previous RFP ran for the Department of Health and Human Services to align with state regulations.
5KMARSCHALLTemplate AvailabilityIs there a template that should be used for any components that are part of the Technical Proposal list on page 7, section 10.2, of the RFP? Does a vendor responding to multiple SOWs submit separate "Response to Scope of Work" responses for each SOW within 10.2.E, with the rest of the items listed in the Technical Proposal list being common to the whole vendor organization? There is a template for the resumes, but that is the only one that state provides. It will be uploaded with these answers.
6KMARSCHALLVendor Information ResponseShould 2.3.2. of the Vendor Information Response sheet be duplicated for each contract that the vendor has executed with a state agency?Vendors, may duplicate or expand the text field.
7KMARSCHALLProposal SectionCan you define "proposal section" as noted in 10.1.2 of the RFP? Is "per proposal section" specifically referencing the scopes of work, or does it mean every section under 10.2?Proposal sections are listed as, 10.2 10.3 10.4 10.5 10.6 10.7
8KMARSCHALLNeeds Assessment section"Needs Assessment" was previously a stand-alone service that a vendor could apply for, but it is not under the Marketing Services. Can a vendor apply for section 1.3 (Needs Assessment) only? This RFQ was designed to support various state agencies that would have similar needs. The scopes were adjusted to fulfill that statewide requirement. Vendors should respond to the solicitation in a manner that demonstrates their ability to provide services they are bidding for. The RFQ is setup to allow for multiple awards based on demonstrated competence in their area of scope.
9KMARSCHALLFor a vendor that is responding to multiple SOWs, do they need to explain how they ensure how Shared Community Vision, Evidence Based Decision Making, Community Engagement, and Collaborative Action are applied to each service (i.e. a separate response within each of the seven services within the Scopes of Work), or only once across the organization? Within what section of the Table of Contents is the SOQ referenced in section 4.3 of the RFP included?Vendors may answer inclusive of all scopes not per scope

11MERCERGHSCVendor ReferencesCan Nevada state agency customers serve as vendor References?Yes
12MERCERGHSCNeeds AssessmentIn the current MSA contract RFP 40DHHS-S30), Needs Assessment was a separate scope of work item. In this new MSA RFP S2340, Needs Assessment is labeled item 1.3 within the Marketing Services scope of work. Was inclusion of Needs Assessment in Marketing Services correct or should Needs Assessment be a separate scope of work item? This RFQ was designed to support various state agencies that would have similar needs. The scopes were adjusted to fulfill that statewide requirement. Vendors should respond to the solicitation in a manner that demonstrates their ability to provide services they are bidding for. The RFQ is setup to allow for multiple awards based on demonstrated competence in their area of scope.

A state initiated amendment is needed for any years outside the original 4 years, subject to BOE approval, and in the best interest of the state.
15MERCERGHSCSection 2 of the Statewide Contract TermsDoes the 1.0% administrative fee described in Section 2 of the Statewide Contract Terms apply to all subsequent user agency service agreements associated with this new RFP/contract?Yes. Should two or more state agencies engage in work using the statewide contract the Admin fee applies.
16MERCERGHSCSection 7.1.5 EvaluationSection 7.1.5 Evaluation notes that the ?availability of services offered in-house versus sub-contractors? has a relative weight of 25. 17MERCERGHSCSection 4 Vendor ResponseSection 4 Vendor Response says that in addition to specific SOW details, Vendors shall explain how work is performed consistent with the four sub-items of 4.3.1, 4.3.2, 4.3.3, and 4.3.4. Is it correct the vendors are to respond once to each of the 4.3.X sub-items at a firm level basis and not address each of the 4.3.X sub-items for each individual SOW?Vendors may answer inclusive of all scopes not per scope
18MERCERGHSCSection 9.2 Contract FormSection 9.2 Contract Form indicates that vendors can submit red-line Word versions of the ?Contract Form? with their proposal response. 19MERCERGHSCSection 9.4 Vendor BackgroundSection 9.4 Vendor Background has limits on page length. 82RVRADENBURGSection 1.1.1However, in section 1.1.1 C, D, E of the Scope of work, There's a reference to "the Exchange".
Is the "Exchange" a typo? Was that copied from the NV Healthlink RFP? Or is that in reference to something else?Exchange is a typo. This RFQ was substantially similar to one for the Health Exchange. Some scope items were adotped to allow for statewide agency usage.
83RVRADENBURGBid DateIf I'm understanding the amendment correctly, bids including statement of qualifications (SOQ) are not being accepted until the "start date" of this RFQ, 5/18/23. Is my understanding correct? Is there any deadline for SOQ or any other items prior to the 5/18/23 opening date? What is the deadline for SOQ and bid submission?Responses must be received by the deadline 5/18/2023 at 2PM PT.
