About this file
This Bid Proposals document presents the submission results for the Port of Newport's Request for Proposals regarding the disposal of abandoned and derelict vessels in Oregon. The Port of Newport solicited proposals from qualified marine salvage companies, marine construction firms, waste disposal specialists, and boat yards to remove, dismantle, and properly dispose of up to 17 vessels, with immediate priority on three specific vessels: BUSTER, ECLIPSE, and SEA WOLF, which must be removed from the water by November 30, 2025. The proposal submission deadline was October 24, 2025, at 3:00 PM, with a mandatory site meeting held on October 14, 2025, at 10:00 AM. The work is to commence after November 1, 2025, and be completed prior to June 1, 2026. The Port of Newport will evaluate all bids for responsiveness and notify bidders of the officially determined low bid by future addendum.
Eight contractors submitted proposals with the following bid amounts: Port of Toledo at $354,200.00 (lowest bid), NRCES at $975,000.00, Omalley at $754,491.00, Table Mountain at $847,958.11, PEAK Environmental at $1,228,846.00, Ballard at $1,233,009.00, Billeter Marine at $1,368,414.74, and Clean Harbors at $2,006,601.00 (highest bid). The project is funded by grant revenue from the Oregon Department of State Lands and will be awarded to the lowest responsive and responsible bidder. Contractors must provide proof of business liability insurance with a minimum $2,000,000 coverage and maintain all necessary local, state, and federal permits while complying with OR-OSHA and OSHA safety requirements. The project is supported by the BoatUS Foundation's Abandoned and Derelict Vessel Program and the National Oceanic and Atmospheric Administration (NOAA) Marine Debris Program, with contractors having the potential opportunity to assume ownership of vessel parts to reduce costs to the Port.
