About this file

Summary

This is an addendum document to Section 00225 of the Standard Specifications for Temporary Pavement Markings, modifying payment terms and scope for a Port of Newport project in Oregon related to disposal of abandoned and derelict vessels. The addendum clarifies that Item (a) covers installation and removal of temporary pavement markers with one or two reflective faces, Item (b) encompasses installation and removal of flexible temporary pavement markers and marker covers, and Items (c) and (e) include removal of temporary tape. The Port of Newport is soliciting proposals from qualified marine salvage companies, marine construction firms, waste disposal specialists, boat yards, and other qualified contractors to remove, dismantle, and properly dispose of up to 17 abandoned and derelict vessels. Three vessels—BUSTER, ECLIPSE, and SEA WOLF—are designated for immediate priority removal by November 30, 2025. The mandatory site meeting is scheduled for October 14, 2025, at 10:00 AM at the Port Administration Office, with proposal submissions due October 24, 2025, at 3:00 PM. Work is to commence after November 1, 2025, and be completed prior to June 1, 2026.

Contractors must provide business liability insurance with minimum $2,000,000 coverage, maintain all necessary local, state, and federal permits, and comply with OR-OSHA and OSHA safety requirements. The project will be awarded to the lowest responsive and responsible bidder. Funding is provided by grant revenue from the Oregon Department of State Lands, with over $7 million allocated nationwide for abandoned and derelict vessel removal projects through the BoatUS Foundation's Abandoned and Derelict Vessel Program and the National Oceanic and Atmospheric Administration Marine Debris Program. The Port reserves the right to sell or remove vessels prior to contractor disposal, and contractors may assume ownership of vessel parts to reduce costs to the Port. Vendors providing in-kind services or reduced expenses may receive a tax-deductible document from the BoatUS Foundation.
