About this file

This is a Bid Pricing Form for the City of Gainesville's Regional Transit System (RTS) seeking competitive bids for bus shelters and amenities to enhance safety, accessibility, and comfort at local bus stops. The procurement encompasses seven line items: bicycle racks, trash receptacles with liners, free-standing benches with advertising back rests, Type II shelters (12' x 4.5' x 8'), benches for Type II shelters, Type III shelters (16' x 4.5' x 8'), and benches for Type III shelters. Bidders must provide unit pricing for two volume tiers (1-5 pieces and 6-10 pieces), with minimum and maximum purchase quantities ranging from 5 to 100 units depending on the amenity type over the contract period. The bid response deadline is February 18, 2026, at 3:00 p.m., with a question submission deadline of January 27, 2026. The contract term runs from execution through September 30, 2028, with an optional one-year extension. All deliveries must occur within 8-12 weeks of purchase orders.

All pricing must remain firm for the entirety of the contract, including the optional extension period, with no price escalations or adjustments permitted. Unit prices must include all costs the bidder intends to recover, including freight, with the assumption that bulk freight savings on large orders will be passed to the City of Gainesville. The award will be based on the total sum of both pricing columns without additional multipliers or quantities. Bidders must provide warranty details, specifying whether the warranty is offered by the bidder or manufacturer, including the warranty term and coverage specifics. The project is federally funded through the Federal Transit Administration with a purchase value exceeding $150,000, triggering mandatory compliance with federal regulations including Buy America requirements, ADA standards, and FDOT design specifications. The solicitation includes a 6.75% overall Disadvantaged Business Enterprise (DBE) agency goal, requiring bidders to be currently listed in the Florida Unified Certification Program DBE Directory to claim DBE status. Contractors must demonstrate financial stability and guarantee replacement parts availability for at least ten years post-delivery, along with providing installation instructions, manufacturer literature, and structural drawings from a Florida-licensed professional engineer.
