Birds of a Feather Lot Project Summary
This is a Request for Development Proposals (RFP) issued by the City of Dodge City, Kansas for the purchase and development of the former Birds of a Feather property located at 314 West Spruce Street. The City seeks commercial or mixed-use development proposals for the approximately 16,552 square foot property, which is situated within an expanded Heritage Star Bond district and existing Neighborhood Revitalization Program (NRP) district in historic downtown Dodge City. The property is adjacent to a planned 55-room Hilton Outset Hotel and within walking distance of Boot Hill Museum. Proposals must be submitted by June 8, 2026 at 5:00 PM to Ryan Reid, Director of Administration. No specific award date or contract term is specified in the RFP; however, developers must demonstrate ability to commence construction within six months of closing and complete the project within a negotiated timeframe, with any property not fully developed after three years reverting to the City.
The City will sell the property "as is" without providing funding for purchase, though developers may utilize various development financing tools including special assessments, Historic Tax Credits, and state or local incentives. The selection process awards points based on professional qualifications (20 points), purchase price offering (20 points), development approach and construction capability (30 points), and outreach efforts including small business participation (30 points). Developers must submit a 10% good faith deposit in escrow and provide a ten-year operating pro-forma, estimated property value, and detailed financial capacity documentation. The City purchased the property in 2025 for $100,000 and spent an additional $35,000 on demolition. Preference will be given to the proposal demonstrating the highest potential for sales tax generation over ten and twenty-year periods. All submissions become City property and must comply with Freedom of Information Act requirements regarding proprietary information protection.
