About this file

This is a Bid Form Template issued by the City of Scranton Department of Business Administration for an Invitation to Bid (ITB #2025-ITB-107) concerning the supply and delivery of approximately 80,000 gallons (more or less) of Dyed Ultra Low Sulfur Diesel B2 fuel for 2026. The fuel will support diesel-powered equipment operated by the city's Department of Public Works, Police, and Fire Department, including refuse trucks, dump trucks, heavy equipment, flood protection pumps, parks and recreation equipment, fire trucks, and police vehicles. Bidders must submit sealed bids electronically through the City's e-Procurement Portal at https://secure.procurenow.com/portal/scrantonpa by 11:00 a.m. on Tuesday, February 10, 2026. The deadline for submitting questions is 4:30 p.m. on Tuesday, February 3, 2026. Bid opening will occur in City Council Chambers on the 2nd Floor of City Hall, with a video available on YouTube afterward. The contract term runs from January 1, 2026, through December 31, 2026, with an option to renew for one additional year under the same terms and conditions, and potential month-to-month renewal if a new contract is not executed by the anniversary date.

Bidders must submit pricing per gallon for the specified fuel and response time for refueling in hours, with purchases made in increments of 7,500 gallons on a tax-free basis. Winter fuel delivered from November through March must be treated with appropriate additives. Successful bidders must furnish performance and payment bonds equal to 100 percent of the contract amount, along with comprehensive general liability insurance of $1,000,000 per occurrence and workers' compensation insurance. Invoices are due within seven days of delivery, and prices are subject to change based on prevailing retail and wholesale market prices. The selected vendor is responsible for providing state liquid fuel tax documentation and payment verification. Bidders must comply with Pennsylvania's prevailing wage requirements, employment verification, nondiscrimination provisions, and steel product procurement standards, and must submit Federal Certification Regarding Lobbying documentation. No specific set-aside designations for disadvantaged enterprises are noted. The City reserves the right to reject any and all bids and award the contract to the lowest responsible bidder submitting a responsive bid.
