About this file
This document is a Bid Form and Pricing Instructions from the Maryland Department of Health (MDH) for replacing the public address system at Clifton T. Perkins Hospital Center, with the solicitation number OCMP-25-24929. The project involves a comprehensive replacement of the existing public address system, with the procurement method based on fully loaded pricing that includes all associated costs such as labor, materials, travel, taxes, and profit. The bid instructions emphasize complete and accurate pricing submissions, with specific guidelines for unit pricing, calculations, and comprehensive cost coverage.
The bid document outlines strict pricing submission requirements, mandating that all unit and extended prices be clearly entered in dollars and cents, with every blank on the form requiring completion. Bidders must provide fully loaded pricing for the base year and any optional renewal years, with MDH explicitly stating that they do not guarantee minimum or maximum service quantities. The pricing structure must include all direct and indirect costs, and any deviations or incomplete submissions may result in the bid being deemed non-responsive and subsequently rejected. The document emphasizes transparency in pricing and gives MDH sole discretion in contract award based on operational needs.
