About this file

This is a bid form for Invitation to Bid (ITB) ITB-33-2026 issued by the City of Murfreesboro, Tennessee, for vehicle window tinting services. The procurement covers seven vehicle categories: two-door cars, four-door cars, standard cab pickup trucks, extended cab pickup trucks, crew cab pickup trucks, four-door SUVs and passenger vans, and single window installations. Bidders must provide separate pricing for both installation and removal services for each category. Sealed bids must be submitted electronically through the City's OpenGov e-procurement portal no later than April 1, 2026, at 2:00 p.m. CST, with public opening and reading via Zoom. Written questions must be submitted by March 25, 2026. The resulting contract will have a one-year initial term with four optional one-year renewal periods, during which pricing for vehicle window tinting services will remain fixed.

All bid prices must be all-inclusive, encompassing services, parts, labor, accessories, freight, and any standard equipment necessary to complete the work. Bidders are required to specify the tinting product type and manufacturer used. The contract will be awarded to the responsive and responsible bidder(s) offering the lowest price, with no set-asides, disadvantaged enterprise restrictions, or incumbent vendors identified. Qualified contractors must maintain a full-time facility within ten miles of City limits, employ a minimum of two qualified service technicians, maintain comprehensive general liability insurance with minimum limits of $1,000,000 plus automotive and workers' compensation coverage, and provide a one-year warranty on all parts and labor. All work must comply with Tennessee Code Annotated 55-9-107 regarding legal vehicle window tinting specifications. Contractors are not permitted to utilize subcontractors, and additional responsibilities include providing estimates, obtaining necessary permits, securing storage areas, and arranging vehicle pickup and delivery. The City is exempt from sales tax, and payment will be made within thirty days of receipt of proper invoices submitted after service performance. No budget range or award value is specified in the solicitation materials.
