About this file

This is a bid form for Invitation to Bid (ITB-32-2026) issued by the City of Murfreesboro, Tennessee, for interior remodeling work at 1318 Gentry Terrace. The project encompasses comprehensive residential rehabilitation services including master and guest bathroom renovations with tile shower installation, fiberglass shower unit installation, grab bar placement, recessed medicine cabinet installation, floor tile installation in the guest bathroom closet, painting tasks, garage door and ceiling repairs, and security door installation. Bidders must provide lump-sum pricing for all work as specified in the project documents and must possess a valid Tennessee contractor's license, as the project budget exceeds $25,000. Sealed bids must be submitted electronically through the OpenGov procurement portal no later than Tuesday, March 24, 2026, at 2:00 p.m. Central Time. A pre-bid meeting is scheduled for March 12, 2026, at 10:00 a.m. at the project site, and written questions must be submitted by March 17, 2026 (five business days prior to bid opening) to Cathy Smith, Purchasing Director. The contract term is 45 calendar days from the Notice to Proceed, with liquidated damages assessed at one percent of the total contract value per day for work not completed within this timeframe. Award is contingent upon City Council approval, and no contract is effective until signed by all required parties.

The bid form includes a $750.00 allowance for ceramic tile and grout purchase, with unused portions deducted from the final contract price. All costs included in bid prices shall encompass services rendered, parts, labor, accessories, freight, and any other standard equipment necessary to provide the services. The project is funded through Community Development Block Grant (CDBG) federal funds, making all applicable federal clauses binding on the contractor, including Davis-Bacon prevailing wage standards, debarment and suspension requirements, civil rights protections, anti-kickback and anti-lobbying provisions, environmental standards, domestic preference for U.S.-produced materials, and Section 3 Housing and Urban Development Act compliance requiring prioritization of training and employment opportunities for lower-income residents. The contractor must maintain comprehensive records for three years post-completion, secure all required insurance prior to work commencement, and provide a one-year warranty on all work from the date of final inspection certification. Payment is structured in two phases: progress payment of no more than 55 percent of the contract amount after at least 60 percent of work completion and approval, and final payment upon completion and City acceptance. The City is not subject to sales tax.
