About this file
This is an Invitation to Bid (ITB-26-3014-CS) issued by the Florida Department of Transportation District 3 for Demolition and Removal Services across 16 counties in the district (Bay, Calhoun, Escambia, Franklin, Gadsden, Gulf, Holmes, Jackson, Jefferson, Leon, Liberty, Okaloosa, Santa Rosa, Wakulla, Walton, and Washington). The solicitation seeks qualified contractors to provide comprehensive demolition and removal services for structures, improvements, and debris on FDOT lands and state-controlled areas adjacent to highway rights-of-way. Services include complete teardown of residential and commercial structures of varying sizes and construction types (frame, concrete block, and masonry), mobile homes, signs, utility poles, foundation and slab removal, abandonment of wells and septic systems, debris removal, site clearing and grubbing, and equipment rental. The deadline for technical questions is February 23, 2026, at 4:00 p.m. Central Time, sealed bids are due March 4, 2026, at 10:00 a.m. Central Time via email to D3.Purch@dot.state.fl.us, and a public bid opening will occur March 4, 2026, at 2:00 p.m. at 1074 Highway 90, Chipley, Florida. The Department intends to award two contracts—one based on low bid and one as a supplement—with awards to be posted March 6, 2026. The contract is structured as an indefinite quantity, term-based agreement commencing March 27, 2026, for 36 months with possible renewal for up to three additional years under mutual agreement.
Compensation is based on unit prices established in the Bid Sheet (Exhibit C) covering numerous line items for demolition services, with pricing structured by structure type, size category, and removal methodology. Bidders must demonstrate a minimum of two years of active engagement in demolition services, submit written qualifications with three references, and complete all line items on the provided bid sheet with unit pricing; any blank or "N/A" entries will render bids non-responsive. Bidders must be registered in MyFloridaMarketplace by the bid opening date and provide a performance bond of $30,000 along with general liability insurance with combined bodily injury limits of $200,000 per person and $300,000 per occurrence, supported by a surety company letter documenting bond obtainability. The Department will request services on an as-needed basis through Letters of Authorization, with no guaranteed minimum volume. For federally funded projects, contractors must comply with prevailing wage rates under the Davis-Bacon Act. Liquidated damages are assessed at $100 per day for failure to meet completion dates. No specific budget, award value ranges, incumbent contractors, or set-asides are disclosed in the solicitation documents.
