Summary of Bid Documents ITB-26-3014-CS

This Invitation to Bid (ITB) document is issued by the Florida Department of Transportation District 3 for Right of Way Demolition and Removal Services across 16 counties in the district. The services encompass complete demolition and removal of residential structures (frame, concrete block, and masonry in single and multi-story configurations), commercial and industrial structures, mobile homes, signs and utility poles, foundations and slabs, wells, septic systems, fencing, decks, pools, and miscellaneous site clearing and debris removal. Bidders must provide unit pricing for all line items on the standardized bid sheet covering structure types categorized by size ranges and construction materials, with blank entries or "N/A" responses resulting in bid rejection. The contract is structured as an indefinite quantity, term-based agreement beginning March 27, 2026, for an initial 36-month period with potential renewal for up to three additional years. Technical questions must be submitted by February 23, 2026, at 4:00 p.m. Central Time; sealed bids are due March 4, 2026, at 10:00 a.m. Central Time via email to D3.Purch@dot.state.fl.us; the public bid opening occurs March 4, 2026, at 2:00 p.m. at 1074 Highway 90, Chipley, Florida; and the intended award decision will be posted March 6, 2026. No pre-bid conference will be held.

Compensation is based on unit prices established in Exhibit C (Bid Sheet) with no budgetary ceiling; the Department will encumber funds on a per-Letter of Authorization basis. The Department intends to award two contracts—one based on low bid and one as a supplement—with award determined using a sample project calculation methodology. Bidders must demonstrate a minimum of two years' active engagement in demolition services, submit written qualifications with three business references, and provide a performance bond of $30,000 from a Florida-authorized surety company along with a pre-award letter documenting bond obtainability. General liability insurance is required at $200,000 per person and $300,000 per occurrence with the Department listed as an additional insured. All bidders must be registered in MyFloridaMarketplace by bid opening and complete the Vendor Certification Regarding Scrutinized Companies Lists. For federally funded projects, contractors must comply with prevailing wage rates under the Davis-Bacon Act and submit certified payroll records. Liquidated damages of $100 per day apply for failure to meet completion dates; no specific incumbent vendor or current contractor information is identified in the solicitation.

All items provided during the performance of the contract found to be poorly manufactured will not be accepted, but returned to the vendor, at their expense, for replacement. Replacement of all items found defective shall be made without cost to the Department, including transportation, if applicable. As it may be impossible for each facility to inspect all items upon arrival, a reasonable opportunity must be given to these facilities for inspection of the items, and returning those that are defective.

10) LIABILITY INSURANCE

The Vendor shall not commence any work until they have obtained the following types of insurance, and certificates of such insurance have been received by the Department. Nor shall the Vendor allow any subcontractor to commence work on this project until all similar insurance required of the subcontractor has been so obtained. The Vendor shall submit the required Certificates of Insurance to the Florida Department of Transportation, Procurement Office, Chrissy Sims 1074 Highway 90 Chipley, Florida 32428 within ten (10) days after the ending date of the period for posting the intended award decision.

The certificates and policies shall provide that in the event of any material change in or cancellation of the policies reflecting the required coverage, thirty days advance notice shall be given to the Department or as provided in accordance with Florida law.

The Department shall be exempt from, and in no way liable for, any sums of money which may represent a deductible in any insurance policy.
