About this file

This is a Bid Amendment document issued by the Illinois Department of Corrections (IDOC) for Sheridan Correctional Center, responding to vendor questions regarding Request for Quote (RFQ) #27-426DOC-SHERI-B-53459 for thermographic video survey and well casing repair services. The scope requires vendors to conduct a thermographic video survey of Well #1, originally drilled in 1940 to 885 feet with 12-inch casing to 240 feet, followed by submission of an itemized repair quote for facility approval before work proceeds. The amendment clarifies that a site visit is not being offered, that thermographic video survey is specifically required rather than a standard downhole television survey, and that well casing repairs pertain to the 12-inch well casing and open-hole condition rather than pump equipment that was replaced in 2023. Quotes were due July 31, 2026, with the contract term commencing upon execution and ending June 30, 2027. Work must be performed at the facility located at 4017 E. 2603rd Rd., Sheridan, Illinois during normal business hours (Monday-Friday, 8:00 a.m. to 3:00 p.m.) with minimal operational interference.

Material costs are estimated at $8,000 for the contract term as a billing mechanism, with the maximum contract amount to be entered by the State prior to execution. Award will be made to the responsive and responsible vendor submitting the lowest price, with vendor bids remaining firm for 120 days from opening. Vendor staff must pass security background checks and provide full names, dates of birth, and social security numbers within five working days of award. Vendors must carry property damage and public liability insurance, providing a Certificate of Insurance at contract execution and annually thereafter. No subcontractors are permitted, and travel time and expenses are not reimbursable. All materials must be commercial manufacture specifically designed for water well installation and maintenance. Invoices must be itemized and submitted to the Business Office with Chief Engineer sign-off required. Contact for inquiries is Melinda Matson at 815-496-2181 ext. 32042 or Melinda.Matson@illinois.gov.

IDOC – Sheridan Correctional Center – thermographic video survey and well casing repair Bid #27-426DOC-SHERI-B-53459 Amendment #1 Response to Vendor’s Questions to Request for Quote (RFQ)

Below are the responses to the questions that IDOC has received regarding the above RFQ:

1. Vendor: Is a pre-bid/site visit permitted to review site access and pumping equipment details? If yes, what appointment process and attendee information are required?

Answer: A site visit is not being offered.

2. Vendor: The scope calls for a “thermographic video survey.” Would a standard downhole television/video survey be acceptable, or is a thermographic/geophysical survey specifically required?

Answer: We need the thermographic video, not just a standard television/video survey.

3. Vendor: For the repair quote after survey findings, should prospective vendors assume “well casing repairs” refers to the 12-inch well casing/open-hole condition, rather than the column pipe/pump equipment that was replaced around 2023?

Answer: We shouldn’t have any pump equipment issues. That isn’t the problem we’re having.
