About this file

This is a Bid Amendment for a Request for Quote issued by the Illinois Department of Corrections (IDOC) for a color video survey and well casing repair project at Sheridan Correctional Center Well #1. The amendment responds to vendor questions submitted during the bidding process. The well, originally constructed in 1940 and extending to 885 feet with a 12-inch casing from surface to 240 feet, requires a comprehensive color video survey using all labor, equipment, and materials provided by the selected vendor. The project is anticipated to commence as soon as possible, with quotes due September 3, 2026. The contract is structured as a one-time service agreement with an initial term ending June 30, 2027. All services must be performed at Sheridan Correctional Center during normal business hours (Monday through Friday, 8:00 a.m. to 3:00 p.m.) in the presence of the Chief Engineer or designee, with minimal interference to facility operations.

Key clarifications provided in the amendment address vendor concerns regarding site access and equipment logistics. The wellhead is accessible through a building roof hatch that can be removed by vendors, with approximate clear openings of 3 feet to the north, 4 feet to the east and west, and 5 feet to the south. The well is currently valved off and not powered on, though all connections remain active. Crane use at the well location is permitted with no restrictions. If the color video survey identifies damage requiring repair, the vendor must submit an itemized quote (separated by labor, materials, and other costs) for prior written approval from the facility's Business Office before proceeding. Award will be made to the lowest-priced responsive and responsible vendor with bid prices remaining firm for 120 days. Vendors must carry General Commercial Liability insurance of $1,000,000 per occurrence and $2,000,000 Annual Aggregate, plus Auto Liability of $1,000,000 per occurrence. The unit cost field for materials is $8,000.00, with the State entering the maximum total contract payment amount prior to execution.

Below are the responses to the questions that IDOC has received regarding the above BOA:

1. Vendor: Can the roof/cover over the well be removed or opened to provide access to the wellhead for the video survey equipment?

Answer: Yes, the building has a roof hatch over the well that can be removed but we don’t have the equipment to remove it.

2. Vendor: What is the approximate clear opening/access available at the wellhead for inserting the video inspection equipment?

Answer” 3’ to the north, 4’ to the east and west, & 5’ to the south.

3. Vendor: Is the well currently under pressure, or is it dead/not under pressure?

Answer: The well is currently valved off and not powered on. It shouldn’t be holding pressure, but everything is still connected and active.

Answer: No
