About this file

This is a Bid Amendment document issued by the Illinois Department of Corrections (IDOC) for Sheridan Correctional Center in response to vendor questions regarding Bid #26-426DOC-SHERI-B-51661 for the lease of an industrial air-cooled chiller. The procurement is classified as a Small Purchase utilizing a Request for Quote (RFQ) format rather than a full RFP. The chiller installation requires vendors to supply 25 feet of both supply and return 4" flanged 8-bolt connection lines to connect to existing piping. The facility will provide basic infrastructure support including access to a skid steer/forklift for equipment handling, though vendors remain responsible for transporting larger units requiring specialized equipment. IDOC's in-house electricians and stationary firemen will collaborate with the selected vendor to complete electrical connections and water line hookups. The system operates as a water-only system with no glycol, and connection points are located within the secure facility at 4" 8-bolt flanged connections.

The amendment addresses six key vendor inquiries clarifying installation responsibilities and system specifications. IDOC will coordinate electrical work with vendor-supplied pigtails and cables through its in-house electricians, while the vendor must work with facility stationary firemen for supply and return line connections. The vendor bears responsibility for managing equipment delivery and unloading if the chiller size exceeds the facility's equipment handling capacity. No pictures of internal connection points were provided due to the facility's correctional security requirements, but detailed specifications regarding the 4" flanged connection configuration were confirmed to ensure standardized bidding.

IDOC – Sheridan Correctional Center – LEASE OF INDUSTRIAL AIR COOLED CHILLER Bid #26-426DOC-SHERI-B-51661 Amendment #1 Responses to Vendor’s Questions to Request for Quote (RFQ)

Below are the responses to the questions that IDOC has received regarding the above RFQ:

1. Vendor: The RFP states there are duct connections. Are the holes in the duct work existing for connection from the equipment and what is the footage? Or is this only a hookup for the chiller lines?

Answer: No air duct work connections. The chiller needs to be hooked up to the 4” flanged 8-hold connection for both the supply and return lines. 25’ of supply line and 25’ of return line need to be supplied by the vendor to connect to the existing piping coming out of the ground. The chiller will only need the electrical hooked up and the supply and return 4” lines. No duct work for a chiller. Also, please note that this is classified as a Small Purchase utilizing an RFQ (Request for Quote), not an RFP.

2. Vendor: Is the Center staff setting up the pigtails, or is that the vendor's responsibility?

Answer: Our in-house electricians will work WITH the vendor to hook up the electrical with the vendor supplied pigtails and electrical cables necessary.

3. Does the system have glycol? If so, what is the ratio?

Answer: No glycol in the system. It is a water system only.

4. Who is responsible for loading and unloading the chiller? (as it comes on a flatbed) Answer: The facility only has a skid steer/forklift, which can be utilized depending upon the size of the unit. A larger/heavier unit necessitating larger equipment to move it would be the responsibility of the vendor/shipper.

5. Who is responsible to connect the chiller to the system?

Answer: Vendor is to work with our in-house electrician to hook up the electrical. And the vendor will also work with our in-house stationary firemen to hook up the 4” supply and 4” return water lines.

6. If you had any pictures of the duct and piping connection points at the building so I can make sure we are apples to apples on that?

Answer: We do not have pictures of the connections due to its location inside of a correctional facility. They are 4” – 8-bolt flanged connections
