About this file

This is a Bid Amendment issued by the Kansas Office of Procurement and Contracts on behalf of the Office of Judicial Administration for a Learning Management System (LMS) serving the Kansas Judicial Branch. Amendment 1 extends the RFP closing date to November 12, 2026, at 2:00 PM CST, with procurement officer Tyrone Gasper overseeing the solicitation. The LMS must deliver onboarding, policies and procedures, security awareness, software training, judicial education, and professional development content to Kansas Judicial Branch staff, judicial officers, municipal court personnel, contractors, attorneys, and designated users. The system requires functional capabilities including course creation and management, searchable catalogs, user self-enrollment, training transcripts, instructor-led event management with attendance tracking, role-based access controls, reporting and analytics, and external-activity recording. The contract term is two years from final signature with two optional twenty-four-month renewal periods.

The LMS must be cloud-hosted and U.S.-based with WCAG 2.1 Level AA compliance by April 26, 2027, and must comply with the OJA's Information Security Requirements and integrate with Microsoft Entra ID single sign-on and multi-factor authentication. Vendors must provide standard business-hour support (Monday-Friday, 7:00 a.m. to 6:00 p.m. Central Time), guarantee 99.999% uptime, deliver implementation services including project management and user training, maintain a non-production test environment, and provide evergreen updates, security patches, and bug fixes at no additional charge throughout the contract term and renewals. Bidders must demonstrate a minimum of five years' continuous active participation in comparable services and provide three references from clients served within the last five years. Pricing must remain firm for the entire contract period and renewals. All bids require tax clearance, immigration certification, sexual harassment and Israel boycott certifications, and covered-telecommunications-equipment certification. Bidders claiming eligibility for the Disabled Veteran Owned Business or Certified Business preference programs must provide supporting documentation, with no mandatory set-aside or preference applying to all bidders.
