About this file

This document is a bid amendment for a Request for Quote (RFQ) issued by the Illinois Department of Public Health (DPH). The amendment provides answers to vendor questions, including confirmation that companies from outside the US can bid on the opportunity and that work can be performed remotely. The RFQ is for the procurement of Institutional Review Board (IRB) software to support automated workflows and compliance with regulatory requirements for the submission, processing, and tracking of IRB applications and associated data use agreements. The software must consider the complex federal rules that IRBs, including the Illinois DPH IRB, are subject to.

The bid amendment indicates the preferred method of submitting proposals is through the BidBuy system, though email submissions are also accepted. No site visits or in-person meetings are required, as meetings can be held by teleconference during normal Illinois DPH business hours (8:30-5:00 CT). The document does not provide details on pricing terms, set asides, incumbents, funding requirements, or other salient commercial information.
