About this file

This document is an Amendment to a bid event (EVT0009627) issued by the Kansas Office of Procurement and Contracts for the Kansas Highway Patrol's procurement of South Haven Electronic Screening Devices. The amendment provides responses to questions submitted by bidders, which cover various technical specifications for the system, such as the required Microsoft Windows-based server technology, database platform, and compatibility with any pre-existing electronic screening systems deployed in the state. The bid event is scheduled to close on April 9th, 2024, at 2:00 PM, and the procurement is for Sumner County, Kansas.

The amendment clarifies that the system must be ramp-based, and that the state currently uses Inspect, CVIEW, and SafetyNet software systems. It also confirms that CVIEW is an acceptable data source, and that features such as over-height detection and traffic management functions may be added later. The state also confirms that a portion of the project is funded by a federal grant, and that an ACORD form will be acceptable proof of insurance coverage.

EVT0009627 Question and Answers

1. The specification states: "3) The system shall be Microsoft Windows based server technology, and all database capabilities must be based on a Microsoft database platform. Windows software based, operating on commercially available server platforms including network communications, data storage, user displays and workstations. The system’s software functionality must be 100% compatible with any pre-existing electronic screening system deployments in the State."

Can a system E-screening be proposed with an embedded Oracle Database that is hosted on Microsoft Windows server system? What is the reason that the system must be based on a Microsoft database platform?

The state of Kansas currently uses from Oracle based programs such as SafetyNet however SafetyNet will be changing to SQL.

2. We would like to confirm on whether the cost sheet “Lump Sum” amount will need to include the 5-year extended warranty/maintenance costs for both hardware and software as referred on Page 27, point – 10 of the SOKID document. As a matter of background, some vendors discount upfront cost of the system and then over charge on maintenance once installed leaving the State with no choice but to accept the inflated maintenance costs. If "lump Sum" does not include maintenance, we recommend that the State award on the basis of the lowest cost combining the upfront supply and installation and the cost of 5 years of maintenance and extended warranty in which case the price line would need to be amended to show separately the two items.

The State of Kansas would request that the 5 year extended warranty be included with the “lump sum” cost up front with the hardware.

3. Will this be a ramp-based system or a mainline system?

Ramp-based

4. Can you please provide the State’s current Informaon Technology (IT) data infrastructure including data security, communicaons, and data format and file structure?

This queson is too broad to provide an answer. Informaon about security requirements can be found on the State’s website, specifically ITEC requirements.

5. Can you please idenfy or provide informaon on any pre-exisng electronic screening system deployments in the State?

• Electronic Screening Device General Specification: “3) The system shall be Microsoft Windows based server technology, and all database capabilities must be based on a Microsoft database platform. Windows software based, operating on commercially available server platforms including network communications, data storage, user displays and workstations. The system’s software functionality must be 100% compatible with any pre-existing electronic screening system deployments in the State.”

This was writen because the KHP does not want to move away from Windows Server plaorm.

6. Can the state explain what other pre-exisng soware systems they may use?

The state is currently using Inspect and CVIEW, Inspect, and SafetyNet.

7. Will state employees need to log in via their own Windows account or is a vendor-supplied user account acceptable?

Single Sign on would be preferred but not mandatory. It would be easier for the end users if it integrated into Acve Directory.

• Electronic Screening Device General Specificaon: “4) … Data sources should be controlled and maintained by a government agency. …”

8. Is CVIEW acceptable or would the e-screening need to integrate with a specific Kansas database?

• Electronic Screening Device General Specification: “7) The system must include traffic management functions for both mainline and ramp operations. The system will have the capability to automatically queue, control and direct traffic to appropriate lanes using roadside and overhead signals to manage the flow of traffic.”

CVIEW is acceptable.

9. If this is a ramp-based system, is a VMS or sorng system required?

• Electronic Screening Device Software Specification: “3) When required, the application software must integrate available WIM and/or over-height detection data into each integrated vehicle record.”

The South Haven project is going to be ramp based. Sorting system would not be required.

10. Is this required at me of install or could these features be added later?

These features may be added later.

11. Does the state currently ulize over-height sensing at South Haven and want this to be integrated into their purchased system? If so, what format is the data and how would it be sent to the e-screening system?

The Kansas Turnpike authority currently operates the overweight alert system. It will not need to be integrated for this project.

• Electronic Screening Device Software Specification: “4) Databases utilized by the Kansas Highway Patrol must be able to be defined as an alert message indicating the related notifications from each database such as safety records, stolen vehicles, stolen license plates, and unregistered vehicles.”

12. Can addional context be added? Is the requirement to specify that the nature of the database alert will show similarly on the e-screening user interface?

Yes, the alert shall appear on the user interface.

• License Plate Reader Specification: “1) The system must be capable of capturing license plate information anywhere on the front and rear bumper of CMVs passing through the inspection station.”

13. Is the rear bumper image capture a requirement or is it just a queson of capability? If required, is there a specific trailer screening database that the state has access to?

The intent is to capture the rear license plate data for alerts such as stolen vehicles, license plates, and unregistered vehicles.

• License Plate Reader Specification: “8) The camera system must be capable of producing multiple license plate images per vehicle to ensure a high-quality image regardless of weather or lighting conditions.”

14. Are all of the potenal images required to be displayed on the UI?

Yes for confirmaon and connuity

• USDOT Number Reader Specification: “1) The system must be capable of capturing Federal US Department of Transportation (DOT) Numbers (a) displayed anywhere on the lateral surface of a CMV passing through the inspection area; (b) be mountable on either side of the roadway to capture DOT numbers on vehicles passing right-to-left or left-to-right through the cameras field of view.”

15. What is the intent for having a DOT reader on either side of the ramp? Increased accuracy?

Other?

The intent is for increased accuracy in case there is deterioraon or debris on one side of the CMV. In the event that our scale facilies are upgraded, and the equipment will need to be moved we do not want to lose operability.

• Tire Pressure Sensor/WIM System Specification: “8) All data outputs must be time/date stamped with a unique vehicle ID that can be used to associate the BOV trigger data of one vehicle to the WIM data of the same vehicle.”

16. What is the meaning of the acronym “BOV”?

BOV was intended to document the beginning of a triggering event.

• 2.2 Transmittal Letter

17. Will the State please confirm whether or not any federal funds are being used in this

RFP/procurement?

A poron of this project is being funded by a federal grant.

• 3.27 - Proof of Insurance

18. Will an ACORD Form be sasfactory evidence of appropriate insurance coverage(s) in lieu of an affidavit?

Yes, we are self-insured.
