About this file

This is an amendment document containing vendor questions and answers for Bid #25-426DOC-VANDA-B-46314 for television programming services at the Illinois Department of Corrections (IDOC) Vandalia Correctional Center. The opportunity seeks a television programming provider for a five-year contract, requiring a minimum of 100 channels for approximately 730 television drops throughout the facility.

The current incumbent is DirecTV Business, providing service at $650.93 per month for satellite television programming. The facility currently uses an analog system with Scientific Atlanta #6825 amplifiers, with the launch amp located in the main facility gymnasium. The distribution system includes both receiver and modulator components, operating on COM. The facility has confirmed space availability within 300 feet of the controlled environment room for potential C-band dish installation. The contract will be awarded to the lowest-priced responsive and responsible vendor meeting all specifications, with channel lineup negotiations permitted prior to contract execution.

Answer: We pay for overall service on multiple packages and number of receivers.

4. Vendor: Does your monthly rate include programming and all maintenance of vendor/contractor-owned equipment?

Answer: No.

5. Vendor: OR do you pay a monthly a monthly DirecTV invoice and call the vendor on an as needed basis when technical issues arise?

Answer: Yes.

Answer: Main facility gymnasium.

7. Vendor: Is the requested lineup in the solicitation your current lineup or a kind of wish-list lineup?

Answer: Per IFB, the list is the minimum required listing of channels.

8. Vendor: If not your actual lineup, what is your current lineup?

Answer: All channels available to DirecTV Business Customers.

9. Vendor: Is there room within 300’ of the controlled environment room for Vendor’s equipment to set four to five (4-5) 12’ C-band dishes? (definitely a question for your engineer) Answer: Yes, it would be behind Yard Office close to 300’ hillside.
