About this file
This is a bid amendment issued by the Illinois Department of Corrections (IDOC) for the Big Muddy River Correctional Center (BMR) in response to vendor questions regarding Bid #26-426DOC-MUDDY-B-53516 for SCBA Equipment Inspection & Flow Testing. The solicitation calls for flow testing and inspection of 36 SCBA tanks and masks—18 currently in service and 18 out of service—to determine which units remain serviceable and which should be removed from service and disposed of. The work scope is limited to SCBA tank and mask flow testing only, with hydrostatic testing to be procured separately under a different RFQ. The amendment clarifies that the total quantity of equipment to be tested is 36 units, addressing vendor confusion regarding the number of available SCBA tanks at the facility. The contract is for a five-year initial term with potential renewal options extending the maximum term to ten years. Work must be performed onsite during normal business hours (Monday through Friday, 7:00 a.m. to 3:00 p.m.) in compliance with NFPA Standards 1852 and AD 05.02.111 by certified personnel.
Material costs are estimated not to exceed $5,000 during the contract term, with the State to determine the maximum total contract value prior to execution. All transportation, handling, and vendor costs are the responsibility of the contractor on an F.O.B. destination basis, with no reimbursement for travel or mileage. The vendor must maintain General Commercial Liability insurance of $1,000,000 per occurrence with $2,000,000 annual aggregate, Auto Liability insurance of $1,000,000, and Workers' Compensation insurance as required by law. All vendor personnel must pass background checks and drug screening prior to onsite work. Prevailing wage requirements apply to the contract. The contract is contingent upon appropriation and availability of funds, with the State retaining the right to terminate for convenience with thirty days' notice or for cause immediately upon notice. Subcontracting is not permitted, and the vendor must obtain all necessary licenses and certifications and comply with all applicable federal, state, and local laws.

DOC – BMR – SCBA Equipment Inspection & Flow Testing Bid #26-426DOC-MUDDY-B-53516 Amendment #1 Response to Vendor’s Questions
Below is the response to the question that IDOC has received regarding the above RFQ:
Question:
The bid states that flow testing is required for 36 SCBA tanks/masks. According to MES, BMR only has 18 SCBA tanks. Is this bid for the masks only, or does it also include hydrostatic testing of the tanks?
Agency Response:
BMR has a total of 36 SCBA tanks. Of these, 18 are currently in service and 18 are out of service. The intent of this solicitation is to perform flow testing on all 36 SCBA tanks and masks to determine which units remain serviceable and which should be removed from service and disposed of. This solicitation is for SCBA tank and mask flow testing only. Hydrostatic testing will be procured separately under a different RFQ.
