About this file

This is a Construction Bid Addendum No. 1 issued by the Department of Technology, Management and Budget, State Facilities Administration, Design and Construction Division for the Saginaw Correctional Facility Sewer Screening project (File Number 472/25355.CTS). The project scope includes installing a new sewer diversion chamber, replacing the existing Muffin Monster macerator, and upgrading sewer screening equipment. A mandatory pre-bid meeting was held on April 9, 2026, at 2:00 p.m. at 9625 Pierce Road, Freeland, Michigan. The bid opening date is April 29, 2026, at 2:00 p.m., with a final question deadline of April 23, 2026. State Ad Board approval is anticipated June 2, 2026, followed by a pre-construction kickoff meeting in late June 2026. The contract specifies 150 calendar days from notice to proceed to substantial completion (anticipated November 19, 2026), with final completion 30 calendar days thereafter. Liquidated damages are assessed at $1,000 per day after substantial and final completion.

Bidders must submit a Bid Security equal to five percent of the base bid, LEO state project registrations ($500) for all bidders and subcontractors, and all required forms including an asbestos attestation page. Bids must be submitted electronically in Adobe PDF format to SIGMA VSS. The addendum requires contractors to submit alternatives for named basis of design equipment (Muffin Monster, Gate Diversion Valves, and Screener Package) for possible approval. Special warranty requirements include a 5-year warranty on screener and grinder equipment with a service visit at the end of the standard construction 1-year term. Additional requirements include obtaining all permits through LARA or other required agencies, contractor responsibility for 100% on-site supervision and management, critical path milestone scheduling with 20% float time, preference for Michigan products and environmentally friendly materials when price and quality are equal or superior, and compliance with Department of Corrections security clearance requirements and site-specific protocols.
