About this file
This is a Seller Quote Checklist for Public Works Bids issued by the City of Philadelphia, Pennsylvania for Bid 2901, which concerns the relay of water mains in Haverford Avenue (S.R. 3018) and Green Stormwater Infrastructure (GSI) in West Girard Avenue. The project is estimated at a value greater than $5,000,000.00. Vendors must complete all required steps in the PHLContracts system, including general information entry, item costing, mandatory question responses, and terms and conditions acceptance. The checklist requires vendors to maintain the Seller role (not Seller Admin), answer all mandatory questions regarding amendments and bid processing fee payments, and ensure compliance with all bid requirements to avoid disqualification.
Vendors must submit a $600.00 bid processing fee electronically through the City of Philadelphia's payment portal by the end of the day prior to the bid opening date; notably, exceptions are not permitted on Public Works contracts, and no quote will be considered without an executed Consent & Authorization form on file. Required attachments include a bid bond with power of attorney (original to be mailed to the Procurement Department postmarked on or before the bid opening date), a completed unit prices worksheet, performance of work documentation, an executed Project Labor Agreement if applicable, and a completed pricing page or calculator if available. Vendors must upload the bid processing fee receipt and complete all documentation through the PHLContracts.phila.gov portal, with a virtual bid opening to be conducted via Zoom.
