About this file

This is Amendment 3 to Bid 2901 issued by the City of Philadelphia's Water Department for the relay of water mains in Haverford Avenue (S.R. 3018 from N. 63rd Street to W. Girard Avenue) and green infrastructure construction in W. Girard Avenue (from N. 64th Street to N. Gross Street). The amendment revises bid pricing pages and modifies specifications in Section 02660 - Water Distribution, specifically addressing service distribution pipe and valve installations ranging from 4 to 12 inches in diameter. Key project elements include the installation of large diameter service piping at various locations throughout the City, wet tapping of existing distribution water mains, coordination with PWD Water Operations (requiring minimum 3-day notification), maintenance of existing transmission mains and utilities, management of potential SEPTA track interference, and traffic control measures. The bid includes provisions for approximately 10 percent of work to be performed during night hours (7 p.m. to 6:30 a.m.) in congested areas with no additional compensation. Priority service connections may require expedited response with 2-day or 5-day initiation windows depending on location type, with 15-day completion timelines for standard installations. The amendment establishes that ditch restoration work carries a 2-year unconditional warranty and requires photographic documentation of each construction phase.

The amendment modifies measurement and payment procedures for the Large Diameter Service Installations allowance item, which is set at $2,000,000.00 and will be reimbursed based on invoice costs for services including furnishing and installing gate valves, tapping and line stopping, making connections, corrosion control work, and temporary service connections. All excavation, backfilling, compacting, and cartway/footway restoration necessary to complete service installations are reimbursable under the allowance, with no deduction from other excavation or paving items due to proximity. The allowance also covers mobilization costs, maintenance and protection of traffic measures, and miscellaneous overhead including street closure permits, signage, barricades, and temporary paving. The aggregate amount bid reflects $2,122,045.00 for water and related works and $2,132,045.00 including green infrastructure and related works. The bid opening date is Tuesday, August 25, 2026, and all sellers must acknowledge receipt of Amendment 3 and execute and return all amendments, with failure to do so subject to rejection by the Procurement Commissioner.

SPECIFICATIONS

1) In Section 02660 – Water Distribution, add the following to subsection 1.01 Scope of Work:

V. The installation of service distribution pipes and valves, ranging in size from 4 inches to 12 inches in diameter, at various locations throughout the City shall be deducted from the allowance item for Large Diameter Service Installations.

1. The Contractor who participates in this contract agrees to perform the service distribution pipe installation with the utmost diligence and care. The objective is to install service distribution pipe with minimal disruption to customer service and normal traffic flow so as to avoid undo risk and inconvenience to the public.

2. The Water Department may request the Contractor to install large diameter service piping at various customer properties throughout the City. This work is to facilitate an expedited response and supplement existing PWD forces.

3. The service distribution pipe shall extend 12 inches beyond the curb with a tightly sealed cap at the end of pipe. In the event of the existing distribution water main being located in the footway directly adjacent to the property, the service distribution pipe shall extend to a length as directed by the PWD Project Manager.

4. The connection to the existing distribution water main will require wet tapping and line stopping. This work will be completed by PWD Water Operations. The Contractor shall note that installation of service distribution pipe and valve shall follow the completion of the wet tap. The Contractor shall excavate a trench around the existing water main for PWD

Water Operations to perform the wet tap. The Contractor shall coordinate work and schedule with PWD Water Operations providing a minimum of 3 days notification.

5. The Contractor shall note that properties installing two fire connections a division valve shall be installed between the fire connections. This work shall be coordinated with PWD

Water Operations.

8/14/2026 Amendment 3 PG - 2 W-20636-DG

6. The Contractor shall note that all large diameter service piping shall be required to conform to the relevant disinfection requirements as outlined in the PHILADELPHIA WATER

DEPARTMENT (PWD) STANDARD SPECIFICATIONS W-22 FOR DISINFECTING

WATER MAINS.

7. The Contractor shall note that all maintenance and protection of traffic shall follow the most recent revisions or amendments to the PennDOT Publication 213, Temporary Traffic

Control Guidelines.

8. The ditch restoration work shall carry with it a 2 year unconditional warranty as it pertains to materials and workmanship.

9. The Contractor shall provide photographic documentation of each construction phase as directed by the PWD Project Manager. Follow requirements as detailed in Section 01110

Photographic Documentation.

10. The Contractor shall note that all existing transmission mains encountered during excavation and service distribution pipe installation must be supported and protected. Any damage to a transmission main is the responsibility of the Contractor at no additional cost to the City. The PWD Load Control Unit must be immediately notified if damage occurs or a transmission main shutdown is required.

11. The Contractor shall note that all existing utilities encountered during excavation and service distribution pipe installation must be supported and protected. Any damage to an existing utility is the responsibility of the Contractor at no additional cost to the City.

12. Attention is directed to the possibility of paved over SEPTA tracks on any of the assigned locations. The Contractor shall saw cut ties as necessary to facilitate the installation of the service distribution pipe. In lieu of cutting the ties of the paved over SEPTA tracks, the

Contractor may remove the rail and ties in their entirety. The rail ties removed become property of the Contractor, who is responsible for their disposal. The Contractor shall also note that no extra or additional payment will be made for excavation or paving outside of the payment lines for the water main due to removal of the rail and ties in part, or in their entirety. Payment for the removal of the existing rails and ties shall be deducted from the allowance.

13. When installation of service distribution pipe is required under/around SEPTA tracks, the

Contractor shall coordinate his work with a SEPTA representative. Upon receiving a location of this nature, the Contractor shall contact Steve Goodwin, (215) 580-7589, jgoodwin@septa.org, within 24 hours to coordinate his work in the track area. The SEPTA representative shall determine whether the tracks shall be maintained, replaced, or removed.

The representative shall also determine if restricted work hours are required to maintain service or limit service outages. Coordination or delays for this work shall be a distributive cost. This includes but is not limited to scheduling, delays, and work stoppages. There will be no separate or additional payment for delays associated with this work. There will be no remobilization payment due to delays caused by the railroad work.

14. When a SEPTA Bus Route detour is required to facilitate the installation of service distribution pipe, the Contractor shall coordinate his work with a SEPTA representative.

Upon receiving a location of this nature, the Contractor shall contact Steve Goodwin, (215)

580-7589, jgoodwin@septa.org, within 24 hours to coordinate his work in this site. The

SEPTA representative shall also determine if restricted work hours are required to maintain service or limit service outages. Coordination or delays for this work shall be a distributive cost. This includes but is not limited to scheduling, delays, and work stoppages. There will

8/14/2026 Amendment 3 PG - 3 W-20636-DG be no separate or additional payment for delays associated with this work. There will be no remobilization payment due to delays caused by the railroad work.

15. At times, the Contractor may be required to perform his work at night or on weekends. This would most likely occur in highly congested areas where the Contractor’s prosecution of work will occupy one or more of the remaining lanes of traffic causing an unacceptable disturbance to traffic flow and work in State Routes. It is anticipated that approximately ten percent of the work will be in locations with such restrictions necessitating night work. The night work will be performed from 7 p.m. to 6:30 a.m. and there is no additional

Compensation for night work or work on weekends. The State Route work will be performed from 9 a.m. to 3 p.m. or as night work and there is no additional Compensation for night work or work on weekends.

16. Attention is directed to the possibility of requiring Police Support for this work. This item will be paid for under the allowance item for Large Diameter Service Installations. See attachment “Guidelines For Assigning Police Support” for additional information. The payment will be deducted from the allowance item for Large Diameter Service Installations.

17. Attention is directed to the possibility of priority service connections requiring expedited response for completing this work. When the PWD Project Manager identifies priority locations for installation, there will be no minimum number of service distribution pipe connections transmitted to the Contractor in any given list. Likewise, there will be no minimum length of service distribution piping transmitted to the Contractor in any given list. Upon receipt of the list, the Contractor will have 2 days to:

a. Field review the site of the identified service distribution pipe connection(s) with PWD

Water Operations Distribution District Superintendent.

b. Advise the City in writing if the Contractor will perform the installation of any or all of the transmitted service distribution pipe connection segments.

c. The Contractor is to perform the installation of any or all of the segments on the list transmitted by the City, the Contractor will have 5 days from the initial receipt of the list to initiate the installation work. The City reserves the right to change the priority order of service distribution pipe connection segments, at no additional cost to the City. The installation process will be considered to be initiated when:

1 Acquisition of approvals and required permits and notification of affected City departments has occurred.

d. Completion is defined to mean that the service distribution pipe and connection has been installed and the existing distribution water main returned to normal service; all bypass pumping equipment has been removed; pavement repairs, if required, have been performed; punchlist items have been completed.

18. When the PWD Project Manager identifies locations for installation, there will be no minimum number of service distribution pipe connections transmitted to the Contractor in any given list. Likewise, there will be no minimum length of service distribution piping transmitted to the Contractor in any given list. Upon receipt of the list, the Contractor will have 5 days to:

a. Field review the site of the identified service distribution pipe connection(s) with PWD
