About this file
Addenda #1 for Bid 25-08 is issued by the Putnam County Procurement Department for the East Putnam Regional RO Membrane Replacement Project - Rebid. The document provides responses to 12 key questions from potential bidders regarding the membrane replacement project, which involves replacing three RO membrane trains. The addendum clarifies critical project details such as membrane specifications, storage capabilities, and project requirements. Substitute membranes will be considered if they meet dimensional specifications and are functionally equivalent, and the current membranes are Toray TMG20D-440.
The addendum confirms several important project parameters: no permits or contractor's licenses are required, power and water will be available at the plant, and the contractor will be responsible for disposing of old membranes. For train completion, contractors must thoroughly purge the system, bring it to operating pressure, and conduct a 1-hour trial run, collecting data on permeate flow rate, operation pressure, pressure drop, and recovery ratio. The project allows flexibility for legitimate long lead times, and no liquidated damages will be assessed. Additionally, there is limited space for a scissor lift, with scaffolding potentially needed to access certain vessels.

1. Question:
The specifications list “Toray TMG20D-440 membrane elements” are to be provided. Is this sole sourced? Are other suppliers to be considered?
Answer:
Substitute membranes will be considered if they meet the dimensional specifications of those currently installed and they are functionally equivalent or better.
2. Question:
What membranes are currently installed?
Answer:
The membranes are Toray TMG20D-440.
3. Question:
Is the county aware of any permits or licenses needed for this project?
No permits are required and no licenses are needed.
4. Question:
What is the per-diem rate for damages under liquidated damages?
Liquidated damages are not being assessed on this project.

There is room for membrane storage for all 3 trains if needed at the plant or at the adjacent warehouse.
6. Question:
Can we include consideration/negotiation in timeline for procurement? (if any components have long lead time)
For legitimate long lead times, the timeline may be adjusted.
7. Question:
To achieve train completion: what data needs to be noted, and what is design criteria for passing?
Answer:
For completion, the train will need to be thoroughly purged for 1hr, brought up to operating pressure, and inspected for proper sealing. A 1 hour trial run under normal conditions will be conducted after purging. During the trial run, the data to be collected will be: Permeate flow rate; Operation pressure;
pressure drop across each vessel; recovery ratio. Sufficient test ports are currently installed on the system to allow for the required measurements.
8. Question:
Do we need a contractor’s license?
No contractor’s license is needed.
9. Question:
Do we need a safety representative for this project?
