About this file
This document is an Addendum to Bid 24-32 for Tires - Districtwide (Annual Contract) issued by the Savannah-Chatham County Public School System Purchasing Department. The addendum responds to a request for clarification regarding the district's insurance requirements for vendors. The district states that vendors with self-insurance programs and supplemental or excess insurance coverage may satisfy the requirements, even if the structure does not perfectly match the requested coverage. Vendors must demonstrate the ability to provide at least $2 million per occurrence/$3 million aggregate in commercial general liability coverage, either through a combination of self-insurance, commercial general liability insurance, umbrella insurance, or excess policies. The district will evaluate self-insurance programs on a case-by-case basis and may request additional documentation. The bid closing date is March 12, 2024 at 11:00 a.m. EST.

Addendum 2 is issued to respond to the following request for clarification received:
Question: Response:
1. If we have a self-insured retention of $3,000,000 for general liability, will you accept a signed letter of the self-insurance coverage upon award?
The goal of the District’s insurance requirements is to ensure that a vendor has the financial ability to respond to possible claims that may arise in the performance of the work, either through the vendor’s own resources or insurance. Vendors that have an established formal policy of self-insurance coupled with supplemental or excess insurance company and significant resources may satisfy these requirements even if vendor’s the insurance structure does not perfectly track the requested coverage. At a minimum, the vendor should demonstrate an established ability to provide coverage or pay general commercial liability claims up to $2Million per occurrence/$3Million aggregate, if not more, through a combination of self-insurance, commercial general liability insurance, umbrella insurance, or excess policies. Vendors that do not have umbrella or excess policy coverage could still satisfy the insurance requirements by showing commercial general liability coverage of at least $2Million per occurrence/$3Million Aggregate. Vendors who claim to be self-insured should demonstrate a formal, established program of self-insurance, and not merely be uninsured. The District will evaluate self-insurance programs on a case-by-case basis and may request additional documentation for vendors and or their insurance brokers to satisfy itself that the vendor has ample insurance or other financial resources to respond to claims that might arise during the execution of the contract.
