About this file
This document is a set of vendor questions and responses related to Bid 21-426DOC-CENTO-B-19766 for Medicaid Enrollment Services issued by the Illinois Department of Corrections (IDOC). The selected vendor will be responsible for collecting required information and documentation from inmates, such as name, SSN, DOB, address, family/household information, government ID, and financial documentation. The application process involves submitting the completed application and documentation via mail, in-person, fax, or online. The vendor will have post-submission responsibilities, including ensuring inmates receive their RIN number and assisting with transitioning coverage from incarcerated to community status. Vendors will need to be on-site 1-2 days per week at each IDOC facility to provide these services, which are expected to handle 15,000-20,000 applications per year across all IDOC facilities.
The vendor will have access to the IDOC's 0360 system to enter applicant information. While IDOC staff currently perform these enrollment services, the vendor will eventually take over the processing of paper-based and computer-based applications in the resource rooms. The current process for inmates requiring hospital care, where Medicaid is processed through the Illinois Department of Healthcare and Family Services in Springfield, will remain the same.
