About this file
This document is a clarifying questions response issued by Clackamas County, Oregon for BID #2026-17 concerning the McBrod Roof Replacement Project. The project involves the complete removal and replacement of a deteriorated roofing system on a 19,000-square-foot roof at 9000 SE McBrod Avenue in Milwaukie. The scope includes demolition of existing roofing, installation of 80-mil TPO membrane roofing with recovery boards (specifically 1/2" HD cover board with 2.5 R-Value), replacement of all vents and parapet caps, installation of flashing, and integration of a Guardian fall protection cable system with engineered anchor points. Sealed bids are due by April 16, 2026 at 2:00 PM Pacific Time, with a non-mandatory pre-bid conference held on April 2, 2026 at 10:00 AM at the project site. Substantial completion is required by June 30, 2026, with final completion by August 31, 2026. All work must be performed during normal weekday hours (Monday-Friday, 6:30 AM to 5:30 PM) with daily material loading and removal due to site constraints.
Key project clarifications address technical specifications and responsibility allocation. Bidders are responsible for coordinating Guardian's fall protection system design and incorporating associated costs into their bid. Load areas are located on the westside and must be coordinated the day before work. The County will retain existing HVAC/mechanical and skylight heights as currently installed, will not implement a complete roof taper system despite existing ponding, and will handle turnoff of fresh air intakes and utilities/electrical modifications through onsite Correctional Maintenance and Facilities Maintenance Electricians respectively. Serviceable existing drain bodies will be reused with case-by-case replacement determination. Bidders must submit a bid bond equal to ten percent of the bid amount, along with performance and payment bonds each equal to 100 percent of contract price, maintain Commercial General Liability insurance of $1,000,000 per claim and $2,000,000 per occurrence, and comply with Oregon prevailing wage requirements with 25 percent retainage held until certified payroll submission. The engineer's estimate is $275,000.00.
