About this file
This document is a Clarifying Questions response issued by Clackamas County, Oregon for Invitation to Bid #2026-17 regarding the McBrod Roof Replacement Project. The bid solicitation encompasses the complete removal and replacement of a deteriorated roofing system on a 19,000-square-foot roof at 9000 SE McBrod Avenue in Milwaukie, Oregon, including demolition, installation of 80-mil TPO membrane roofing with recovery boards, replacement of parapet caps and flashing, and installation of a Guardian fall protection cable system. Sealed bids are due electronically through Bid Locker by April 16, 2026 at 2:00 PM Pacific Time, with a non-mandatory pre-bid conference scheduled for April 2, 2026 at 10:00 AM at the project site. Substantial completion is required by June 30, 2026, with final completion by August 31, 2026. All work must be performed during normal weekday hours (Monday-Friday, 6:30 AM to 5:30 PM) with materials loaded and removed daily due to site constraints.
The engineer's estimate for the project is $275,000.00. Bidders must submit a bid bond equal to ten percent of the total bid amount and provide performance and payment bonds each equal to 100 percent of the contract price, with Commercial General Liability insurance requirements of not less than $1,000,000 per claim and $2,000,000 per occurrence. All work is subject to Oregon prevailing wage rates as determined by the Oregon Bureau of Labor and Industries, with 25 percent retainage held until certified payroll statements are filed. Clackamas County encourages minority, women, and emerging small business participation and requires bidders to contact at least three historically underrepresented businesses for each division of work to be subcontracted, with Forms 1 and 2 required within two hours of the bid closing deadline. The clarifying questions document specifically approves the use of Duro-Tech 80-mil Mechanically Fastened Reinforced TPO and EverGuard TPO roofing systems provided they meet the specifications outlined in the bid document.
