About this file

This document is a Clarifying Questions Response #2 issued by Clackamas County, Oregon, regarding Invitation to Bid #2026-03 for the Barton Park Stockpile Fence project. The project encompasses installation of approximately 2,160 linear feet of chain-link fencing with two vehicle access gates at Barton Park in Boring, Oregon. The clarifications address gate specifications, with the County preferring single swing gates with the largest opening reasonably possible for light-duty vehicle access by park employees, though emergency vehicles such as ambulances or small fire trucks may occasionally require entry. The County has provided vendors free reign to stage equipment and materials throughout the project duration with coordinated timing and locations, with guaranteed access hours from 7:00 AM to 7:00 PM and potential accommodation beyond those hours. A significant scope change redirects approximately 200 linear feet of fencing to run behind the first row of trees downhill from the shop building rather than between the trees and shop, allowing additional storage space at the facility. Sealed bids were due by April 15, 2026, at 2:00 PM Pacific Time, with substantial completion required by August 31, 2026, and final completion by September 30, 2026.

The engineer's estimate for the project is $162,000.00. Bidders must be registered with the Oregon Construction Contractors Board, possess valid workers' compensation insurance, and comply with prevailing wage requirements under ORS 279C.800 through 279C.870. Bid security equal to ten percent of the total bid amount is required, and the successful bidder must provide performance and payment bonds each equal to 100 percent of the contract price. The project includes set-aside provisions encouraging participation from minority, women, and emerging small businesses, with contractors required to submit Good Faith Effort documentation for outreach to Historically Underrepresented Businesses within specific timeframes. No incumbent vendors or current contractors were identified for this procurement.

INVITATION TO BID #2026-03

Barton Park Stockpile Fence (“BID”)

RESPONSE TO CLARIFYING QUESTIONS #2

April 2, 2026

Note that these are questions submitted by interested firms to the above referenced solicitation.

The below answers are for clarification purposes only and in no way alter or amend the BID as published.

1. Item 10 on the bid sheet, “Gates” 2 - What size are the gates, single or double?

Answer: Swing gates as listed, with gate stops to prevent over-swing. Swing gates to have a single gate for ease of use. The County would prefer the largest opening/gate vendors feel is reasonably possible given the berm width and terrain. The gates will primarily be used by park employees performing maintenance in light duty trucks, or gators, but in emergency situations, an ambulance or small fire truck may need access.”

2. Are there any site restrictions? Like equipment/materials being left on site.

Answer: No – vendors will have free reign to stage the necessary equipment/materials for completion for the entirety of the project. The selected vendor will just need to work with County to identify exact locations/timeframes.

3. Do you know the access hours for this project?

Answer: We can guarantee 7AM-7PM and can likely accommodate beyond that.

4. What are the light fittings?

Answer: Disregard, we are not installing lights or electrical.

5. Question on the PS Rail ends (assuming these caps are for any sections of rail that will run horizontally like a gate?)

Answer: Correct.

6. Question on the PS Caps (assuming these caps are for any sections of rail that will run horizontally like a gate?

Answer: Correct.

7. Do you want the fence line right behind the shop building?

Answer: The bid packet map and site walk-through indicated fence line between trees and shop, but that is being changed to behind that tree line (downhill side of trees) Change: Re-route the 200’ +/- section of fenceline behind shop so the fence runs behind the first row of trees. This will allow for additional storage.” See attached image.

Attachment: New fence line route behind shop.

End of Clarifying Questions #2

Enlarged AreaAdjust fenceline behind shop so the fence runs behind the first row of trees. This will allow for more storage. See blue line.
