About this file

This is a Clarifying Questions Response document issued by Clackamas County, Oregon, for Invitation to Bid #2026-03 regarding the Barton Park Stockpile Fence project. The project involves the installation of approximately 2,160 linear feet of chain-link fencing with two vehicle access gates at 19009 SE Barton Park Road, Boring, Oregon, to separate a Department of Transportation Division stockpile from publicly accessible park areas. The fencing specifications include 2-inch by 9-gauge salvage chain-link material, 6-foot height with galvanized coating, 2 3/8-inch schedule 40 line posts, 2 7/8-inch by 10-foot-6-inch schedule 40 terminal posts with corner bracing, and 4-inch by 10-foot-6-inch schedule 40 pipe gate posts. Sealed bids are due by April 15, 2026, at 2:00 PM Pacific Time via Bid Locker, with a non-mandatory pre-bid conference scheduled for April 1, 2026, at 10:00 AM at the project site. Substantial completion is required by August 31, 2026, and final completion by September 30, 2026.

The clarifying questions address critical specification details: swing gates with metal bar stops (rather than rolling gates) will be installed to prevent gates from swinging over terrain elevation changes; and all fence posts, not only gate posts, require concrete installation. The engineers' estimate for this project is $162,000.00. Bidders must be registered with the Oregon Construction Contractors Board, possess valid workers' compensation insurance, and comply with prevailing wage requirements under ORS 279C.800 through 279C.870. Bid security equal to ten percent of the total bid amount must accompany each proposal, either as a cashier's check or bid bond. The successful bidder must provide performance and payment bonds each equal to 100 percent of the contract price. The project includes set-aside provisions encouraging participation from minority, women, and emerging small businesses, with contractors required to submit Good Faith Effort documentation for outreach to Historically Underrepresented Businesses.

INVITATION TO BID #2026-03

Barton Park Stockpile Fence (“BID”)

RESPONSE TO CLARIFYING QUESTIONS #1

March 24, 2026

Note that these are questions submitted by interested firms to the above referenced solicitation.

The below answers are for clarification purposes only and in no way alter or amend the BID as published.

1. I wanted to confirm on this project the type of gates to be installed. It appears to have swing gates in the specs but the pictures show a rolling gate. Which one is wanted for this project?

Answer: Swing gates with stops. The ‘stops’ are just metal bars that prevent the gates from swinging too far. We’ll have some terrain/elevation changes at the site, so we don’t want the gates to swing over the ledge

2. Noticed in the pictures that it appears the majority of the fence posts are driven into the soil and not concreted, other than the gate posts, it would appear. Is there going to be any requirement for concrete aside from the gate posts?

Answer: Yes, on the concrete for each post.
