About this file

This is a Notice of Intent to Award issued by CareOregon, Inc., a healthcare organization located in Portland, Oregon, for Bid 2026-02 concerning a Backup Generator Project. The project encompasses a generator room upgrade and fuel delivery system for an existing 175kW diesel CAT generator located in the below-grade parking garage of CareOregon's facility at 315 SW Fifth Avenue, Portland, Oregon. The scope of work includes construction of a two-hour fire-rated enclosure around the existing generator, installation of a UL-1369 double-containment piping system with leak detection for generator fuel, relocation and re-commissioning of the parking garage exhaust fan with emergency power and generator interlock capability, and provision of fire sprinkler coverage, emergency lighting, and emergency electrical panels. The bid submission deadline was March 23, 2026, at 2:00 PM Pacific Time, with a mandatory pre-bid conference held on March 10, 2026, at 1:00 PM. The Notice of Intent to Award was issued on March 27, 2026, with the apparent successful proposer being A.C. Schommer & Sons, Inc. The anticipated Notice to Proceed is April 7, 2026, with Substantial Completion targeted for August 14, 2026, and Final Completion by August 28, 2026.

All bids were required to be structured as lump-sum contract prices including permits, labor, materials, transportation, equipment, and all services necessary for project completion, with design, engineering, and permit costs to be paid separately by CareOregon. All bidders and subcontractors must possess a minimum of five years of commercial experience in their respective trades and be registered with the Oregon Construction Contractors Board. Performance and payment bonds from a surety licensed in Oregon are mandatory requirements for contract award. The contract will be based on Modified Consensus Docs 200 Standard Contract and General Conditions, with all bids binding for ninety days from the bid due date and a one-year warranty required on all equipment and materials from the date of Substantial Completion. CareOregon strongly encourages bids from Minority-owned, Women-owned, Service-Disabled Veteran-owned, and Emerging Small Businesses, with prime contractors required to conduct Good Faith Efforts for subcontractor selection by contacting at least three historically underrepresented business subcontractors for each division of work, with documentation due within two hours of bid closing.
