Backup Generator Project Clarifying Questions Summary
This is a clarifying questions document related to CareOregon, Inc.'s Invitation to Bid (ITB) for a Generator Room Upgrade and Fuel Delivery Project at 315 SW 5th Avenue, Portland, Oregon. The project involves construction of a two-hour fire-rated enclosure around an existing 175kW diesel CAT generator, installation of a UL-1369 double-containment piping system with leak detection for generator fuel, relocation and re-commissioning of the parking garage exhaust fan with emergency power and generator interlock capability, and provision of fire sprinkler coverage, emergency lighting, and emergency electrical panels. A mandatory pre-bid conference is scheduled for March 10, 2026, at 1:00 PM at the CareOregon building's first-floor lobby, with late arrival resulting in bid disqualification. Sealed bids must be submitted electronically to vendorservices@careoregon.org by March 23, 2026, at 2:00 PM Pacific Time. Clarifying questions must be submitted by March 16, 2026, at 5:00 PM PT to Kim Randall, Procurement Representative, at (503) 416-4760 or randallk@careoregon.org. Substantial Completion is targeted for August 14, 2026, with Final Completion by August 28, 2026, and the Notice to Proceed is anticipated for April 7, 2026.
All bids must be structured as lump-sum contract prices including permits, labor, materials, transportation, equipment, and all services necessary for project completion, with design, engineering, and permit costs to be paid directly by CareOregon and excluded from bid pricing. All bidders and subcontractors must possess a minimum of five years of commercial experience in their respective trades and must be registered with the Oregon Construction Contractors Board. Performance and payment bonds from a surety licensed in Oregon are mandatory requirements for contract award. CareOregon strongly encourages bids from Minority-owned, Women-owned, Service-Disabled Veteran-owned, and Emerging Small Businesses, and all prime contractors are required to conduct Good Faith Efforts for subcontractor selection by contacting at least three historically underrepresented business subcontractors for each division of work, with documentation due within two hours of bid closing. All bids are binding for ninety days from the bid due date, and a one-year warranty is required on all equipment and materials from the date of Substantial Completion. The contract will be based on Modified Consensus Docs 200 Standard Contract and General Conditions.

Purpose Contractor Submitted Questions & Bid Walk Key Points
Note that these are questions submitted by interested firms to the above referenced solicitation. The below answers are for clarification purposes only and in no way alter or amend the BID as published.
Contractor Questions
1. What is the make/model/brand of the existing electrical bypass panel related to Keyed Note #1 on sheet E101?
a. Answer: Park Ohio Electric; Type: PRL-4; Series: FC; Voltage: 208Y/120; System: 30-4W;
S.O: 1-10303; Date: 1/00; Mains/Neutral: 600; Enc Type: 1; RMS SYM Amps: 65,000;
Voltage AC: 240
2. What is the AIC rating of the existing Park Ohio Bypass Panel/Installed Breakers?
a. Answer: It is currently unknown if the Park Ohio equipment has an AIC rating.
3. Will the integral sump at the remote fuel fill station require additional circuitry?
a. Answer: Circuitry for electrical components in the remote fuel fill station are to be installed by the contractor. The contractor is to coordinate electrical requirements with the final approved product for the remote fuel fill station.
4. Is the existing garage exhaust fan that is to be relocated currently interlocked with the generator, or is it only tied into the parking garage CO/NO2 monitoring system?
a. Answer: The fan is not currently interconnected with the generator and will need to be connected to both the generator and the CO/NO2 monitoring system.
5. Are the intake and exhaust louvers interlock controlled by the generator or powered?
a. Answer: No new damper operators are associated with the generator enclosure. See sheet
G002 for approved code appeal. Intake air for the garage is from the garage ramp/screen.
6. Can Anvil International Gruvlok grooved piping be used for the vent piping in lieu of the 4” threaded piping?
a. Answer: Yes, grooved steel pipe and fittings are acceptable. Grooved fitting gasket/seals must be compatible with petroleum products (Nitrile or other approved material). Welded joints are also acceptable.
7. Is the siren/strobe required within the generator enclosure?
a. Answer: Yes, the siren/strobe is required within the generator enclosure due to the high ambient noise associated with the generator when running. Devices are to be located per code requirements.
8. What fire code is being used on this project.
a. Oregon Fire Code, NFPA 72, NFPA 101, and NFPA 13 apply to this project. Given the noise level in the room, a siren/strobe is required.
9. Are fire smoke dampers (FSD) required?
a. Answer: See Sheet G002 for approved code appeals. Fire smoke dampers are not required at the two generator room louvers.

10. Summary Page 42 for Remote Fuel Fill Station Specifications to provide “tank filling warning light and alarm horn.” Is a remote annunciator from the LU1 Alarm Panel required and clarify the design intent?
a. Answer: The purpose of the LU1 alarm panel is to meet the continuous monitoring requirement of the UL-1369 double containment piping system. A single sensor located in the interstitial space of the double wall pipe is all that is required. Remote annunciation is not a requirement.
11. Sheet E100, Keynote 7: Is the intent to include one L-1 level sensor for the LU1 Alarm Panel and ensure it is installed in the existing fuel tank or the remote fuel fill station? Or is the intent for a remote annunciation from the LU1 Alarm Panel to the remote fuel fill station to annunciate when the fuel tank reaches 90%?
a. Answer: The remote fuel fill station must be provide with its own sensors, separate from the LU1 alarm panel. The intension of the LU1 alarm panel is to provie monitoring of teh double wall piping.
12. Sheet E100, Keynote 9: What type of circuit is required in the new EM panel for the new leak detection panel within the new generator room? The panel schedule shown on Sheet E101 does not allocate a circuit for it.
a. Answer: The power input requirements for the LU1 Panel are as follows:
i. Power Input: 100-240 VAC, 47-440 Hz; 16 Watts maximum.
13. Page 41 of the Project Manual states “The proposed room will also be required to meet fire code by installing fire (sirens, strobe, and sprinklers) and final connection to the existing Fire System (JCI, Simplex Panel) that was installed in 2023.” The drawings don’t include details for sirens or strobes.
What is the design intent?
a. Answer: Fire Alarm and Sprinkler design is delegated design. The Contractor is to install code compliant systems. Siren and strobe are required based on ambient noise level and line of sight in the generator room.
14. What is the finish for the hollow metal door and frame? Documents call for prefinished, but products are supplied as factory primed.
