About this file
This is a clarification document issued by CareOregon, Inc., a non-governmental healthcare organization based in Portland, Oregon, addressing prevailing wage and bid bond requirements for Invitation to Bid (ITB) 2026-02. CareOregon seeks bids for a Generator Room Upgrade and Fuel Delivery Project located at 315 SW 5th Avenue, Portland, Oregon. The project scope includes constructing a two-hour fire-rated enclosure around an existing 175kW diesel CAT generator, installing a UL-1369 double-containment piping system with leak detection, relocating and re-commissioning the parking garage exhaust fan with emergency power and generator interlock capability, and providing fire sprinkler coverage, emergency lighting, and emergency electrical panels. The mandatory pre-bid conference was scheduled for March 10, 2026, at 1:00 PM at the CareOregon building's first-floor lobby. Sealed bids were due electronically by March 23, 2026, at 2:00 PM Pacific Time, with clarifying questions due by March 16, 2026, at 5:00 PM PT. The Notice to Proceed is anticipated for April 7, 2026, with Substantial Completion targeted for August 14, 2026, and Final Completion by August 28, 2026.
All bids must be submitted as lump-sum contract prices including permits, labor, materials, transportation, equipment, and all services necessary for project completion, with design, engineering, and permit costs paid directly by CareOregon and excluded from bid pricing. The clarification document explicitly states that CareOregon is not a governmental entity and therefore this project is not subject to prevailing wage law requirements, and no bid bond is required. All bidders and subcontractors must possess a minimum of five years of commercial experience in their respective trades and be registered with the Oregon Construction Contractors Board. Performance and payment bonds from a surety licensed in Oregon are mandatory for contract award. All bids are binding for ninety days from the bid due date, and a one-year warranty is required on all equipment and materials from the date of Substantial Completion. CareOregon strongly encourages bids from Minority-owned, Women-owned, Service-Disabled Veteran-owned, and Emerging Small Businesses, with prime contractors required to conduct Good Faith Efforts for subcontractor selection.
