This is the third addendum to a Request for Qualifications issued by the Connecticut Department of Administrative Services (DAS) Construction Services for Construction Manager at Risk (CMR) services related to the Kinney Hall Renovations project at Naugatuck Valley Community College in Waterbury, Connecticut. The project encompasses comprehensive renovation of a 49,000-square-foot, four-level facility constructed in 1977, including roof replacement, elevator installation, HVAC system replacement, electrical upgrades, emergency generator installation, fire sprinkler and alarm systems, hazardous material abatement, window replacement, technology improvements, and relocation of the Early Childhood Education Center to a new approximately 10,000-square-foot building. The QBS Submittal Booklet deadline is Wednesday, May 20, 2026, at 3:00 PM, with the RFP due date of Monday, August 31, 2026, at 3:00 PM. Additional key milestones include shortlisting on May 29, 2026, RFP advertisement on July 9, 2026, site visit on July 23, 2026, and selection interviews on September 24, 2026, with notification of the apparent best value proposer on October 9, 2026. Addendum No. 3, dated May 18, 2026, clarifies that firms must provide current license and registration information for all key personnel in accordance with applicable state licensing laws. The estimated CMR budget for the project is $52,600,000. This addendum follows two previous addenda issued on May 6, 2026, and May 12, 2026. All vendors are eligible to respond with no designated set-asides; however, firms must comply with multiple state statutory certifications including campaign contribution disclosures, nondiscrimination certifications, gift representation requirements for contracts exceeding $500,000, consulting agreement disclosures for contracts of $50,000 or more, state ethics law compliance, and Iran investment certifications. Key personnel cannot be substituted without written notice no later than twenty-four hours before the scheduled selection interview.
