About this file

This is Addendum No. 1 to the Request for Qualifications issued by the Connecticut Department of Administrative Services (DAS) Construction Services for Construction Manager at Risk (CMR) services on the Kinney Hall Renovations project at Naugatuck Valley Community College in Waterbury, Connecticut (Contract BI-CTC-699-CMR). The addendum, dated May 6, 2026, clarifies that this is a CMR project rather than a design-build project, with the architect/engineer (A/E) to be contracted separately by the state rather than being included in the CMR firm's qualifications submission. The QBS Submittal Booklet deadline remains Wednesday, May 20, 2026, at 3:00 PM, with the RFP due date of Monday, August 31, 2026, at 3:00 PM. The project involves comprehensive renovation of the 49,000-square-foot, four-level Kinney Hall facility constructed in 1977, including planned construction of a new approximately 10,000-square-foot building to house the relocated Early Childhood Education Center program, with an estimated construction phase of 1,095 calendar days beginning in August 2028.

Key personnel identified in CMR firm submissions cannot be substituted, added, or removed without written notice submitted no later than twenty-four hours before the scheduled selection interview on September 24, 2026. The estimated CMR budget for this project is $52,600,000, with selection of the apparent best value proposer scheduled for October 9, 2026. All vendors are eligible to respond with no designated set-aside restrictions, though firms must comply with Connecticut statutory certifications including nondiscrimination certifications, campaign contribution disclosures, gift representation requirements for contracts exceeding $500,000, and Iran investment certifications. Conditionally selected firms must submit professional documents and insurance verification within fourteen calendar days of notification, with the Department retaining the right to terminate selections based on five-year errors and omissions claims history. Questions regarding this solicitation should be directed to DAS.CS.RFQ@ct.gov or Daniel Wagoner at daniel.wagoner@ct.gov.

Addendum Item No. 1:

• QUESTION: In reference to contract number BI-CTC-699-CMR, Kinney Hall Renovations, please clarify if this project is a design-build project with the CMR proposal including qualifications for proposed architectural design and engineering firms. On page 2 of the Advertisement under the Part 1.12 Project Description, it is explicitly noted that "The scope includes the full design and construction of the new 10,000 SF building to house the relocated ECEC program...". If this is not a design-build project, please confirm the state will directly contract with the architectural design and engineering firms. Additionally, if the state has already selected or short-listed design firms, please provide the selected or short-listed firms.
