About this file
This is Addendum No. 2, dated May 12, 2026, issued by the Connecticut Department of Administrative Services (DAS) Construction Services Office to clarify and modify the original Request for Qualifications for Construction Manager at Risk (CMR) services for the Kinney Hall Renovations project at Naugatuck Valley Community College in Waterbury, Connecticut (Contract BI-CTC-699-CMR). The addendum addresses three substantive clarifications pertinent to the QBS submittal process: QBS Submittal Booklet submissions are due Wednesday, May 20, 2026, at 3:00 PM, and the RFP due date is Monday, August 31, 2026, at 3:00 PM. The addendum clarifies submittal format requirements, confirms insurance coverage specifications, and confirms project compliance standards. Regarding the organizational structure and personnel documentation requirements, the addendum specifies that all requested components must be provided in the exact formats requested in their respective divisions rather than cross-referencing materials between sections. The addendum confirms that Special Hazards Insurance coverage is required for the project and verifies that the project will conform to Connecticut Historic Preservation Bureau (CT HPB) guidelines.
The addendum does not address pricing, set-asides, incumbent contractors, or funding sources, as these matters are governed by the primary RFQ documentation. All inquiries regarding the solicitation should be directed to DAS.CS.RFQ@ct.gov. The addendum was issued to all prospective firms and forms an integral part of the QBS documents, with previous Addendum 1 dated May 6, 2026, also in effect.

Addendum Item No. 1:
• QUESTION: I would like some clarification regarding the RFQ for the Kinney Hall Renovations project. In Division 2 of the QBS booklet subsection 2.14.1 through 2.15.2. They ask for organizational charts and key personnel resumes.
However, in Division 4, Section D and E they also request an organizational chart and key personnel resumes using the format provided. Rather than creating multiple organizational charts and resumes using differing formats, would it be sufficient to say in Division 2 "Please refer to the organizational chart and key personnel resumes provided in Division 4, Section D and E respectively."
• RESPONSE: Please provide all components in the format that they are requested.
Addendum Item No. 2:
• QUESTION: Can you confirm whether the following insurance coverage is required for this project?
• RESPONSE: Yes, Special Hazards Insurance is required.
Addendum Item No. 3:
• QUESTION: Is this project intended to conform with CT HPB guidelines?
• RESPONSE: Yes, this project will be conforming to the CT HPB guidelines.
