About this file

This document is an Addendum (#3) issued by the Alaska Department of Military and Veterans Affairs (DMVA) for the Bethel Hangar Roof Replacement Project (Project Number: 02A6525004). The project involves comprehensive roof replacement services at the Bethel Army Aviation Operations Facility (AAOF) Hangar, specifically requiring complete removal of the existing roof membrane and installation of a new Ethylene-propylene-diene-rubber (EPDM) roof membrane. A mandatory pre-bid walk-through is scheduled for August 13, 2025, at 12:00 pm inside the Bethel airport, with bid submissions due by 1:00 pm Alaska Time on August 21, 2025. The project has a proposed completion date of September 15, 2026, and includes specific requirements for bid submission, such as accepting scanned Bid Bond copies via email.

The estimated project budget is approximately $1,125,000, with liquidated damages provisions of $150 per day for failing to meet substantial completion and $50 per day for delays in final completion. The solicitation requires bidders to be registered in the System for Award Management (SAM) and comply with federal and state contracting guidelines, including Buy American Act provisions. Environmental considerations are critical, with specific attention to potential interactions with threatened species like Wood Bison and Steller's eider. Bidders must submit comprehensive documentation, including a completed Buy American Certificate, subcontractor lists, and various compliance forms. The project will be located in the Dillingham Census Area, and interested contractors are advised to contact the project manager, Scott Stewart, at mvafmocontracts@alaska.gov for potential amendments or clarifications.

Addendum # Three (3) This addendum forms a part of the contract documents and modifies the original drawings and/or specifications for the subject work. In case of conflicts between this addendum and previously issued documents, this addendum shall take precedence.

The following questions were asked:

1. Regarding submission of the Bid Bond/Bid Guarantee in relation to electronic bid submission via email. Will a scanned copy of the completed Bid Bond be acceptable when emailing the Bid submission, and then follow up with the original being transmitted if determined offeror is apparent low bidder? Yes, this is acceptable.

2. Please reference General Requirements Part 4 – Environmental Requirements. The analysis notes the scope of work “includes removal of existing roofing membrane and installing a brand-new roof membrane….”, further states, “A complete AAOF roof overhaul is beyond the scope of this analysis and would require re-evaluation to satisfy NEPA.” However, General Requirements Part 1, para. 1.02.01: Roof covering replacement, sub paragraph B thru D, specifies that more than just the roofing membrane is to be replaced. Will a re-evaluation be required to satisfy NEPA? We are replacing the roof covering and not the entire roof structure.

3. Is pre-registration for the pre-bid walkthrough a requirement? Yes.

4. On page 2 of 2 I see information referencing JBER, a Dig Permit, a CGP and a SWPPP. Is this info. relevant to the Hangar Remodel in Bethel? The Bethel project does not require a dig permit.

5. What is the date/time deadline for questions? 8/14/25 is the deadline for additional questions.
