About this file

This pre-solicitation synopsis is for a five-year Indefinite Delivery/Indefinite Quantity contract to acquire an estimated 248 seven-meter rigid inflatable boats from a small business contractor. The Naval Sea Systems Command intends to issue a competitive small business set-aside request for proposal in the third quarter of fiscal year 2020, with proposals due approximately five to six weeks later and contract award by September 2020. The boats will be built to commercial standards using government-specified requirements and will focus on key hoisting weight and ship compatibility constraints. The acquisition approach will emphasize commonality and standardization to reduce life cycle costs. A draft request for proposal and boat specifications will be provided to offerors upon signed non-disclosure agreement.

Section C - Descriptions and Specifications

DESCRIPTION/SPECIFICATIONS/SOW

SECTION C - DESCRIPTION/SPECIFICATIONS/WORK STATEMENT

PART 1 – GENERAL STATEMENT OF WORK

PART 2 – CONTRACT LINE ITEM NUMBER DESCRIPTIONS

PART 3 – STATEMENT OF WORK, DESIGN, PRODUCTION AND DOCUMENTATION

PART 4 – STANDARD CLAUSES

C-1. PART 1 – GENERAL STATEMENT OF WORK

This Statement of Work (SOW) defines the effort required for the design, construction, testing, configuration control, documentation, and program management for the acquisition of the 7m RIB. The Contractor shall be responsible for the management of all activities (design, engineering, logistics, testing, production, etc.) under this contract for successful execution.

Unless otherwise specified, any requirement that references “craft,” “ship,” “ships,” “boat,” “boats,” “vessel,” or “vessels” shall be applicable to the boats procured under this Contract.

Award of this contract does not guarantee all of these efforts will be conducted. The Contractor will only conduct efforts upon award of specific delivery order invoking the CLIN’s in Section B in accordance with the detailed description in Section C, Parts 2 and 3 and the contract.

Only the Procuring Contracting Officer (PCO) has the authority for the U.S. Navy to authorize or change work and sign contract documents. No other personnel are authorized by their formal communications or by their course of conduct to commit the U.S. Navy to price changes, schedule changes, or to perform different or additional work. The Contractor shall only execute tasking or requests for support under this contract when such direction comes from, or is agreed to by, the PCO.

The award of the contract does not indicate the Government has approved or certified the design provided with the proposal. The Contractor shall remain fully responsible for delivering boats that meet the requirements of this Contract.

C-1.1. BACKGROUND

The shipboard seven meter Rigid Inflatable Boat’s (7M RIB) primary mission is to serve as the ship’s Ready Service Life Boat for Search and Rescue (SAR) missions. Secondary missions include personnel and cargo transfer.

This contract will encompass three (3) variants of the 7m RIB: 1) Standard; 2) Landing Platform/Docking 17 Class Amphibious Transport Dock ships (LPD 17); and 3) Safety of Life at Sea (SOLAS).

A variant of the 7m RIB is used onboard the LPD 17. The 7m RIB LPD 17 variant is configured with a lift frame and Cranston Eagle hook for interface to the Positive Control Derrick Head (PCDH) on the knuckle-boom crane, and Caley davit docking head used on LPD 17 Class ships. The 7m RIB LPD 17 variant is also configured with an alternate console design to accommodate the lift frame and Cranston Eagle hook.

A variant of the 7m RIB will be used onboard the Military Sealift Command (MSC) TA-O class ship. The 7m RIB SOLAS variant design has been approved by the United States Coast Guard (USCG) as a SOLAS certified Rescue Boat and is configured to meet all requirements of SOLAS Rescue Boats.

The SOLAS 7m RIB requires U.S. Coast Guard (USCG) certification. Certification is under the legal authority of 46 CFR 160. The approval process is outlined as follows for reference:

1. The design, construction, and performance of a rescue boat completes a Preapproval review process as defined in 46 CFR 160.156-7 and 160.159-9, prior to construction. The preapproval is obtained through a collaborative effort between the Contractor and the Government.

2. After the design of the rescue boat has been approved by the USCG, a prototype rescue boat is fabricated by the Contractor. The USCG or USCG approved independent lab inspects, tests, and oversees the prototype rescue boat during its fabrication, as defined in 46 CFR 160.156-11.

3. After fabrication of the prototype rescue boat has been completed and approved by the USCG, the U.S. Navy inspects and authorizes delivery of the prototype. The prototype rescue boat is tested and inspected by the Government, at a government facility, with USCG oversight in accordance with 46 CFR 160.156-13. The prototype rescue boat does not enter service as a certified rescue boat, but remains the property of the U.S. Navy.

4. Once the prototype rescue boat passes all tests and inspections, the U.S. Navy will authorize the Contractor to construct production rescue boats. The USCG or USCG approved independent lab inspects, tests, and oversees each production rescue boat during fabrication as defined in 46 CFR 160.156-15.

C-1.2. QUANTITIES

This is a 5-year Indefinite Delivery, Indefinite Quantity, (IDIQ) Contract for an estimated two hundred and seventy-eight (278) boats. This IDIQ will be awarded to one (1) responsible Offeror representing the Best Value price and other factors considered.

In accordance with FAR Clause 52.216-19, the minimum guarantee for the awarded contract will be fifty-seven (57) boats.

C-1.3. DESIGN, MANAGEMENT AND PRODUCTION

The Contractor will be responsible for managing all activities (design, engineering, logistics, testing and production) under this contract for successful execution. After award the Government will conduct a Design Maturity Review with the Contractor that will occur prior to the start of Initial Production.

Initial Production of the 7m RIB and 7m RIB SOLAS variant will result in one (1) boat each that will be delivered to the Government for initial testing and training for a period of approximately six (6) months. Initial Production of the 7m RIB LPD 17 variant is not required, due to the minimal variances from the standard 7m RIB. Any configuration modifications resulting from testing will be incorporated into the baseline design via a contract modification before proceeding to Follow-on Production.

C-2. PART 2 – CONTRACT LINE ITEM NUMBER DESCRIPTIONS

C-2.1. CLIN 1001 – 7M RIB (INITIAL PRODUCTION BOAT)

All boat-specific efforts shall be included in the pricing for CLIN 1001 with the exception of efforts covered by the CLINs separately listed in this section.

C-2.2. CLIN 1002 AND IF ORDERED, CLINs 2001, 3001, 4001 AND 5001 – 7M RIB
