Maintain operational integrity of FAA systems and service. Construction to occur within an active Air Traffic Control Facility. Any interruption of service may result in loss of life or injuries. All work must be coordinated and planned to avoid impacts to service.

Any activity requiring an outage of any National Airspace System (NAS) equipment must be coordinated with FAA. FAA approval is required prior to proceeding. Notification for all outages must be requested and approved a minimum of 72 hours (3 working days) in advance of anticipated outage.

All electrical cutovers for power serving either essential or non-essential functions require an outage request and approval.

All requirements defined in the scope of work are mandatory minimum performance requirements. Innovative, creative, and life cycle cost-effective solutions are encouraged. Any solution which expedites the completion of the project is encouraged.

4. OPERATIONAL RISK MANAGEMENT (ORM)

BET ATCT is a critical air traffic facility. The contractor must not interfere with or disrupt air traffic operations, and must not damage equipment or limit access in the facility. The work will be performed while BET ATCT is in operation and coordination will be required with the FAA Project Team to develop and implement a project plan permitting minimal support infrastructure systems downtime and impact to the mission operation.

Any activities that may have the potential to affect FAA systems will go through Operational Risk Management (ORM) meeting and reviews. These activities will include work plans and briefing meetings with FAA

Design-Build Scope of Work, BET ATCT, Bethel Alaska P a g e | 4 stakeholders. Contractors proposed schedule and planned outages will be incorporated into the project plan and will be essential to the ORM process. Lead contractor employees may be called upon to participate in ORM meetings and discussions hosted by the FAA.

5. MISCELLANEOUS

5.1 COORDINATION/PERMITTING

To ensure seamless design and construction, the contractor must coordinate all facets of the project. All design and construction activities must be coordinated with the facility to minimize disruptions. The Contractor must ensure that ATCT operations are not compromised during the course of construction.

5.2 SCHEDULE

The Design-Builder’s schedule must be based on 6-day, 10–hours/day workweek and the shift start and stop times will be negotiated between the Design-Builder and the FAA COR. BET ATCT hours of operation are 0700-2200 Apr-Oct 31 & 0700-2000 Nov-Mar31. The Design-Builder acknowledges working nights, weekends, and holidays may be required to complete the project within the contract schedule parameters. Any work outside the agreed-upon shift time needs advanced approval, minimum of 48 hours (two working days) is required from the FAA COR. The Design-Builder acknowledges denial of work outside the agreed-upon shift time will not be used as justification for additional compensation of any kind. The Design-Builder acknowledges the additional cost borne by the FAA for work outside the agreed upon shift may result in a deductive contract mod for those costs.

Moratorium shutdowns will be considered non-work days for construction activities. The FAA has identified two

(2) annual construction moratoriums:

1) The week of Thanksgiving, beginning 12:00 am the Monday prior to Thanksgiving and concluding 12:00 am the Monday following Thanksgiving
