BEP-RFP-15-0410
| SOURCE | SELECTION | INFORMATION | – | SEE | FAR | 3.104 | ||
| PROCUREMENT | SENSITIVE | – | FOR | OFFICIAL | USE | ONLY | Page | 1 |
Basis of the Source Selection: Any award from this solicitation will be made based on Lowest Price Technically Acceptable (LPTA) evaluation factors, with appropriate consideration given to the three evaluation factors: Technical Approach, Past Performance and Price. Award will be made to the acceptable offeror with the lowest evaluated price, which is deemed responsible in accordance with the Federal Acquisition Regulation and whose quote conforms to the solicitation requirements. The solicitation requirements include all stated terms, conditions, representation and certifications, and other information required by this solicitation. The Government reserves the right to award without discussions. Therefore, each initial offer should contain the offeror’s best terms from a price and technical standpoint.
Evaluation of Offers:
1. Proposals shall be evaluated in accordance with the evaluation factors identified in this Section M and in the RFP. No other factors shall be used. All Technically Acceptable proposals may be further considered for either inclusion in the competitive range, or for contract award.
Offeror’s must achieve and ‘Acceptable’ Rating in all factors to be considered for an award.
2. Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors.
• Technically Acceptable - Proposal clearly meets the minimum requirements of the solicitation.
• Technically Unacceptable - Proposal clearly does not meet the minimum requirements of the solicitation.
Of the proposals rated Technically Acceptable, award will be made to the offeror with the lowest total proposed price that is both fair and reasonable. The Government intends to evaluate offers and award a contract without discussion with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. The Government reserves the right to conduct discussions if it is later determined by the Contracting Officer to be necessary.
The following factors shall be used to evaluate offers:
Factor 1 – Technical:
Subfactor 1- Technical Capability - Technical capability will be evaluated based on the offeror’s:
(i) knowledge of the tasks and deliverables as stated in the solicitation, (ii) capability for transforming its understanding into successful performance under the resultant contract; (iii) wastewater pretreatment plant technical maintenance services capabilities; and (iv) a quality control plan to ensure that deliverables are met as demonstrated in the technical capability section of their submissions.
Subfactor 2 - Management Approach - Management approach will be evaluated based upon offeror's knowledge and understanding of the requirements set forth in the performance work statement and RFP as it relates to organizing, staffing, and managing the tasks and deliverables;

qualifications of key personnel (ie. project manager, team supervisor, and other relevant key positions) describing their experience in office administrative services in the management approach section of their submission.
Factor 2 - Past Performance - The offeror should identify other federal government contracts, and should describe the past experience of their company in providing similar support services as specified in this solicitation within the past three (3) years. If the contractor has not held 3 previous federal government contracts of this nature, then they may list state and local contracts, or comparable private experience. Provide a list of three (3) references pertaining to those contracts including the following:
• Offeror's Name
• Contract Number and Contract Type
• Original Contract dollar value and final contract dollar value (including options)
• Original and final completion date
• A description of the contract effort
